The nefarious traffic to and from voting machines is as likely to be addressed to/from US IP addresses as foreign. The criminals are no doubt using VPNs and other means to hide their true location, and selecting a US source, or using a breached US computer system is easy for them. So DoW should not filter only foreign addresses, and the DNS available to the machines can be useful. The government should consider stationing cell phone jammers in some or all machine vote counting locations as well if the cellular modems have not been disabled/removed. Very low powered jammers attached right on the radiating (antenna) area of the machines would suffice to raise the noise floor and swamp control station dada, but would not be much of a hindrance to co-located phones.
