Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26. In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples: ⦁ Rural Development: Rs 53,067 crore ⦁ Urban Development: Rs 39,573 crore ⦁ Social Welfare: Rs 9,999 crore ⦁ Agriculture: Rs 6,985 crore ⦁ Education: Rs 6,701 crore ⦁ Health: Rs 3,686 crore Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?) After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation. The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. For BSNL, our government has provided three revival packages totalling ₹3.22 lakh crore. We have dealt with the burden of oil bonds, addressed the “Fragile Five” economy, and undertaken bank restructuring and recapitalization. These were not small amounts but those of ₹3 lakh crore - ₹4 lakh crore, and now even fertiliser subsidies. Wherever there were weaknesses in the economy, they were left unaddressed earlier, and we are now paying for all of it. Yet, we are being questioned about GDP growth and fiscal deficit. The reality is that we are clearing the liabilities left behind. On spectrum allocation, after our government came to power, spectrum in bands such as 700 MHz, 800 MHz, 1800 MHz, 2100 MHz, 2500 MHz and 3300 MHz has been provided to BSNL at auction-determined prices for 4G and 5G services. On BSNL, I must respectfully say that every criticism made against it is incorrect. If anything, BSNL was pushed into a critical condition earlier. It was in the ICU, and we have revived it and brought it back on track. The Union Cabinet has approved revival packages for BSNL. The capital infusion between 2022 and 2023 stands at ₹2.26 lakh crore. This includes spectrum allocation, capital expenditure on infrastructure, AGR dues, and restructuring of the PSU. The Make in India mandate for BSNL is a strength, not a restriction. There is no restriction on BSNL. In fact, under the Atmanirbhar Bharat initiative, BSNL has placed an order for 1 lakh indigenously developed 4G sites for pan-India deployment. As of 28th February 2026, 97,906 sites have been installed with 4G equipment, out of which 96,103 are already operational. Additionally, the BharatNet Programme is strengthening BSNL further. West Bengal has never been ignored by this government. In fact, it is the TMC government that is hurting the growth of the people of West Bengal. West Bengal withdrew from the Ayushman Bharat Scheme in January 2019. Is that good for the people of Bengal? Industries are leaving West Bengal. From 1 April 2011 to 30 September 2025, 448 listed companies and 6,447 unlisted companies have exited the state. Since 2014, ₹5.94 lakh crore has been given to West Bengal as tax devolution - a 4.4× increase compared to the ₹1.34 lakh crore provided during 2004–14. Under SASCI, ₹24,000 crore has been provided as 50-year interest-free loans. AIIMS Kalyani in West Bengal has been opened. Eleven medical colleges have been approved in West Bengal under the Centrally Sponsored Scheme (CSS). Under the NDA government, West Bengal received a record railway budget allocation of ₹13,955 crore for 2025–26, which is more than three times the average outlay of ₹4,380 crore during 2009–14. 101 Amrit Stations are being developed in West Bengal at a cost of ₹3,847.5 crore. 1,650 km of railway lines have been electrified - taking total electrification in West Bengal to over 98%. Over 2,300 km of National Highways have been constructed in West Bengal since April 2014. In August 2024, the Government of India approved the development of Bagdogra Airport in Siliguri, West Bengal, at an estimated cost of ₹1,549 crore. - Smt. On the eve of Teachers' Day, I paid my heartfelt tribute today to Dr. Sarvepalli Radhakrishnan at Dhanadhanya Auditorium. I also extended my sincere respect to all the teachers and educators who have illuminated our lives with knowledge for generations. I am proud to have acknowledged the extraordinary contributions of 73 teachers in the field of education in Bengal at this grand event by presenting them with the 'Siksha Ratna' award. Additionally, 12 schools in the State were honoured as 'Sera Vidyalaya' for their overall excellence in academics and sports. Today, we also honoured 387 meritorious students who secured a place in the merit lists of this year's Madhyamik, Higher Secondary, Alim, Fazil, High-Madrasah, ICSE, ISC, CBSE (Class 10 and 12), Joint Entrance, and Vocational examinations. This included meritorious tribal and Scheduled Caste students, who were also felicitated. I once again extend my best wishes to all of them. Our 'Ma-Mati-Manush' government has introduced various scholarships and other benefits so that the students of Bengal don't have to worry about their education. 93 lakh girls are now part of the. ‘Kanyashree’ program. We have provided approximately Rs. 16,000 crore to these girls under this programme. More than 1.25 crore scholarships have been given to tribal and scheduled caste students under ‘Shikkhashree’ scheme. Under 'Aikyashree' and other minority scholarships, approximately 4.56 crore scholarships have been provided to minority students at a cost of Rs. 9,747 cr. About 40,000 minority students have also received Rs. 316 crore in educational loans. 6.65 lakh scholarships have been given to OBC students under the ‘Medhashree’ program. 36.55 lakh students have received Vivekananda Merit-cum-Means Scholarship. 53 lakh students have received smartphones under 'Taruner Swapna' at a cost of Rs. 5,300 crore. We have already distributed more than 1.38 crore bicycles under ‘Sabooj Sathi’ with a total cost of approximately Rs. 4,730 crore. The distribution of bicycles has started this year as well, and an additional 12.50 lakh students will receive them at a cost of Rs. 525 crore. Approximately Rs. 10,000 crore has been spent to provide students with free textbooks, school uniforms, school bags, and shoes. We have seen the benefits of our work. The dropout rate has significantly decreased, from the primary to the higher secondary levels. In 2011, the dropout rate at the higher secondary level was 17.48%, which has now dropped to 3.30%. Today, I also unveiled the book, 'The Gems of Bengal, 2025', a compilation of the life stories and aspirations of the State's meritorious students. This day has become more memorable for me for a very personal reason, also. I once had the opportunity to be a part of the noble profession of teaching. From 1975 to 1978, for three years, I taught at Manmatha Nath Nandan Boys and Girls School (now known as Bhawanipur Modern School). Today, the school's headmistress, Dr. Srilata De, and one of the members of the school's management committee, Mr. Biswanath Basu, honoured me as a former teacher. This recognition brings me great pride and joy. Finally, I would like to tell my young students: apart from being good at your studies, you must become good human beings as well. You must work for the betterment of the nation, for the people, and for Bengal. Remember, true intelligence builds society. All teachers of Bengal are our pride. I offer my humble respect and best wishes to all these architects of human beings on the eve of Teachers' Day. Jai Hind. Jai Bangla.

Our Hon. CM M.K.Stalin has already given a befitting reply to the blatant lie spoken by Hon. PM Narendra Modi yesterday that DMK stalled the Maduravoyal elevated corridor project. I as Additional Solicitor General of India argued for the National Highways Authority of India on behalf of the Union Government in this dispute, so let me state some facts for the benefit of PM Modi. ➡️Chennai Port–Maduravoyal Elevated Corridor was conceived, sanctioned, and launched during the DMK government in Tamil Nadu in coordination with the UPA Government at the union. ➡️June 2007 - project sanction ➡️March 7, 2008 - Government Order was issued ➡️January 2009 - Prime Minister Dr. Manmohan Singh & Dr. Kalaignar as CM laid the foundation stone. ➡️Work commenced in 2010. Environmental clearance was obtained. ➡️By 2012, nearly 30% of the project had already been completed. Pillars had been erected. Construction was underway. 🚫What stopped it? 🍃In April 2012, after change in Government, AIADMK & J Jayalalithaa stalled the project citing lame concerns. A stop-work order was issued. ⚖️I appeared before the Hon’ble Madras High Court on behalf of NHAI and fought the case to quash the stop work order. In February 2014, the High Court quashed the stop-work order! The AIADMK Government filed an appeal and got a stay before the Hon. Supreme Court. They claimed that entire city of Chennai will be inundated because of the project! After 2014, the NDA government at the centre took no proper steps to get the stay vacated! 👉Only after Selvi J. Jayalithaa passed away on 05.12.2016, barely 4 days later, the then Chief Minister of Tamil Nadu wrote to the NHAI requesting to resume the project. By then the contractor had sued NHAI for delay, project cost had more than doubled. 🌄It was only after Chief Minister Thiru. M.K. Stalin assumed office in 2021 that a comprehensive redesign was undertaken and life was given to the project again. 🌄On 16 May 2022, an MoU was signed between the Tamil Nadu Government, NHAI, Chennai Port Authority, and the Indian Navy. 🛣️The project was redesigned as a 20.6 km double-decker elevated corridor at a revised cost of ₹5,885 crore. ❌Yesterday, the PM stood before the Tamil people and uttered a baseless lie that DMK stopped this project. 💹The PM should ask his alliance partners AIADMK to bear the loss to the Government and public exchequer – ₹ 4805 crore difference between original project cost of ₹ 1800 cr to current cost of ₹ 5885 cr!
