The Johannesburg High Court was clear in its judgment: all illegal structures inside Marble Towers were to be shut down and removed, and the building brought into full compliance with safety regulations. The Court further ordered that all non-compliant structures must not be occupied or accessed by any person. Our return to Marble Towers has revealed a disturbing disregard for this court order. We found some of the very structures the Court declared unlawful still operating and being accessed. This is a serious violation of the Court’s judgment and places lives at risk. Property owners cannot continue to ignore the law while endangering residents, workers and members of the public. The City of Johannesburg will act decisively to enforce compliance with the Court order. Tonight we are in Sunnyside for our night shift operation to restore order and enforce the law. Pavilion Hotel has been prohibited for multiple acts of non compliance. The establishment is operating as a brothel without approved building plans without meeting Emergency Services requirements and without a Certificate of Occupancy COA. In addition the premises has three dogs in an area zoned for business which is a direct violation of municipal regulations. Night clubs and brothels are regulated industries and we cannot allow lawlessness or the undermining of our city bylaws. It is also important to highlight that the owner of Pavilion Hotel is the same owner of Iphi Ntombi which will undergo the same scrutiny and enforcement measures. We’ve spent the past week disconnecting illegal electricity connections in Pretoria West. We found this property where an illegal construction of dozens of residential rooms is underway. This building isn’t approved by the city for commercial use and is designated for single household occupancy. The man responsible for this project has previously been flagged by the municipality. An unsafe building he built on the adjacent property was demolished after the city secured a court order. Our building inspectors will yet again have to fine him and stop any further construction. The collapsed building in South C had a rogue developer operating with impunity. The illegal building was stopped by the County government but the developer continued to operate with impunity. At one point he hired goons and they beat County inspection team, on this CCTV FOOTAGE video one County officer was pushed down the building and broke his leg. The developer has been operating with impunity and in total disregard of the law. Impunity Must Be Stopped in Nairobi.
