Airlines are handing out entire apples to every passenger you say? When they normally give you 3 peanuts? And these apples are forbidden at the destination? And the passengers are unlikely to know? But they're liable for a $200 fine? I SMELL A KICKBACK SCHEME!

Yes. Due to their knowing the cause, why didn't they just say "aahh... wtf..." take the apples and let people off the hook? No. Because they follow orders. This is how the 1930's was possible.
