Israel does control Gaza or this mess would not be happening. however, they do it in a way where only the necessary paperwork is signed, so as not to appear overly controlling (terms and phrases their clients may not understand). but, the way they are treating Palestine now - it is extremely controlling. and people can go to Egypt but they may not have permanent residence there. it's the little terms and conditions so as not appear authoritarian, even over things that really don't belong to them.
