Excellent video, but it isn't a "failure" of government to deal with the primary problem, as if they are somehow incompetent. The fact that a letter went out of Whitehall to Chief Constables telling them to ignore rape gangs proves the authors are at a level of depravity worse than the rape gangs themselves.
