This feature will automatically dim/adjust specific sections of the headlights to prevent blinding oncoming drivers and drivers in front of you, all while keeping the surrounding areas brightly lit. Older Teslas in the US with Matrix LEDs headlights will also get this functionality via a software update. The adaptive beam feature on Teslas hasn't been allowed in the US, which is why despite Tesla putting Matrix LEDs in many of their cars in the US for years, Tesla hasn't been able to enable this feature. Now the company is finally getting the certifications. Countries in Europe have had this feature for a little while.
