Drug and alcohol abuse has always been a thing, the difference is that 30 years ago most of these people would have been able to afford homes in which to do this. But we gotta keep those borders wide open to prop up artificial real estate and rent prices.

The only way to fix this is to build a massive maximum security 20,000 bed facility in the middle of nowhere that is staffed with armed guards, doctors, nurses, therapist, drug & alcohol counselors, and social care workers. Force them to become sober and then transition them to group housing and work rehab programs. Any that are deemed too far gone mentally would then be transferred to a federally funded mental health facility where they will spend the rest of their life in a clean and safe environment.
