Those are water vapor trails left by air traffic. They occur when humidity at flight level is high. Note the layer of cirrus clouds at that level, indicative of high humidity in the upper levels of the atmosphere

When a jet is emitting hot air into an atmosphere that is cold, the result is condensation. This water vapor quickly condenses into water droplets and then crystallizes. The ice crystals are the clouds that we see forming behind the engine. It's water.

Ask yourself, Eva. Who authorised it? Who flys the planes? Where do they take off/land? Who makes this stuff you claim ‘they’ are spraying, seriously - you have zero evidential basis for it. They are called contrails (burning jet fuel frozen into ice crystals creating vapor). Duh
