Here's the million dollar question though. Was the shooting justified using standard law enforcement procedures? That's all that matters in this case. If his character is not up to 'law enforcement standards' deal with it. But that alone doesn't mean the shooting was - or was not - justified.

When ICE is making an arrest, don't run up on them. When they ask you to open the window, open the window. And if you are in the country illegally, just self-deport and bypass an encounter with ICE.
