My Jamaican family, especially those in the parishes of Westmoreland, Hanover, Trelawny, St. James, and St. Elizabeth, we know you have been hardest hit by Hurricane Melissa, and we know that your needs are urgent. Many of you are anxious and still processing the trauma of an event few could have imagined. We want to assure you that we are working, every hour of every day, to reach you. The Jamaica Defence Force, the National Works Agency, the Jamaica Constabulary Force, and our Fire Brigade are on the ground, clearing blocked roads and re-establishing access to communities that remain cut off. We have welcomed a 300-member humanitarian team from El Salvador, trained in search and rescue, public order, disaster response, and health care. They have arrived with medical supplies and essential relief. We are also working closely with the United States to enhance air support, with helicopters now supplementing the JDF fleet to accelerate aid delivery. These are tangible examples of how we are mobilizing all available local and international partnerships to ensure every community receives assistance. We ask for your continued patience and understanding. The Government of Jamaica remains steadfast in our commitment to bring help to every person in need. Help is coming. We will be there for you.

Jamaica was spared the worst of Hurricane Beryl, but the damage is still significant. During an interview with CNN this morning, I provided a preliminary assessment of the damage that occurred overnight. As we begin to put the pieces back together, I encourage Jamaicans to prioritize their safety and support one another. With our collective strength and resilience, we will recover and emerge stronger than before.

Our country has been ravaged by Hurricane Melissa but we will rebuild and we will do so even better than before. Tonight I encourage Jamaicans to be hopeful. I know many, especially those in the worst affected parishes, are feeling disheartened. Your homes may have been damaged or destroyed and your communities and towns no longer look the same. I know your pain and I feel your loss. We are mobilizing quickly to start the relief and recovery efforts and we will be there with you every step of the way.

With so many Jamaicans living in the United States, our connection is akin to that of a family, and Ambassador Perry’s efforts have helped to nurture and strengthen this special bond. During his tenure, Jamaica and the United States made significant strides, including advancements in the areas of national security and support for victims of violence in Jamaica. Jamaica is for Jamaicans. Jamaica is home. And Jamaica will welcome home every Jamaican with open arms. For Jamaicans likely to return home whether voluntarily or through compulsion, I want to assure you that you can make a life here using your resources and your creativity. For those with criminal backgrounds and criminal intent, we will be watching you closely and I warn you that the Jamaica and the police force you may have left behind years ago, are not the same. We are are trained, equipped and prepared to pursue, detain and convict you should you run afoul of the law. When you come here, respect the laws, work hard and be an agent of peace.

This current NHC forecast track now shows a landfall on the western side of Jamaica. These are my thoughts on the #hurricane after refreshing satellite imagery every 60 seconds over the last 48 hours. Final preparations should be rushed to completion in Jamaica! This could be the strongest hurricane to ever strike Jamaica.
