When a devil fruit user dies, the power goes to an existing normal fruit, becoming the new devil fruit. That's what it's showing. Meaning that most farmers in OP's world must have a monopoly 🙈.

Not that thing actually, it's the DF rules. If the user (no matter what it is) dies, that DF can manifest somewhere else. In this case, it replaced that one apple.

No When a DF eater dies, the spirit of the DF possesses the nearest fruit and it essentially BECOMES that DF, so a new person can eat it and gain its power. DF's are constantly being 'reborn' basically.
