This video shows the velocity buffer used to render motion blur during post-processing in the C4 Engine. The screen-space velocity accounts for the motion of the camera, objects, and even vertices for cloth and skinned meshes. This technique is described in FGED2, Section 10.7.

It's too bad that it makes use of camera motion blur in my opinion, otherwise it is great looking with per object motion blur

it renders all velocities assuming your eye stares motionless so if your eye moves its all horribly wrong and looks like trash i hate motion blur its a gimmick to hide low framerates for poor people without 240hz+ monitors

Don't use motion blur. Add motion lines/dust as particle effects if you wish. No blur. We have enough blur from age, myopia, being tired up at night dealing with the kids, old contacts, fogged eyeglasses, floaters, etc.
