They weren't punished for filming signals. Every team was filming signals. Filming signals was not banned or punishable. What the league made illegal (in 2006) was the location where the Patriots filmed from (in 2007).

This is why I hate that they blew up Spygate the way it did. It was a low level infraction, something that was never seen as a big deal, common practice that they recently told them to cut out. But Goodell wanted to be the big bad Commish & you pop the biggest guy for respect
