Our international activities for February are planned by the day. There will be more negotiations, meetings, and new agreements for Ukraine, which will strengthen our warriors. We are also currently working with a few countries on new security commitments, and the agreements we are preparing have the potential to be quite ambitious and substantive. I am grateful to the diplomatic teams involved in this work. We must show results in the coming months in developing the architecture of security agreements that will send positive signals throughout the year. These agreements will provide us with defense support, finances, and humanitarian cooperation. By then, we will have nearly thirty such agreements with our partners. I am grateful to Spain for its support and for this visit – a visit that will also, in many ways, support Ukraine and, importantly, allow us to expand our cooperation: the defense industries of our countries, our defensive capabilities, and our political cooperation. We value all of this very highly. Today, there are new defense agreements between Ukraine and Spain, as well as between our companies. We are working together with the Government of Spain and Spanish companies to ensure the tangible further technological development of our Defense Forces and our countries. There was also a meeting in the “Ramstein” format. We are preparing decisions to support our joint defense production with partners. This is long-term security: our guarantees, European guarantees, guarantees for everyone that Russian aggression will not be able to expand and will not be rewarded. Russia must truly feel that war is worse than peace. That is exactly why sanctions are needed — especially against their oil trade. Sustained defense support for Ukraine is also essential, to protect our people and to defend our positions.

The government is preparing additional measures to ensure that more Ukrainian children can attend school in person this autumn, rather than online, so they can experience normal school life as much as possible under the current circumstances. Secondly, our relations with partners: we are preparing agreements and arrangements that will be finalized this August. These include security agreements, with negotiations set to begin tomorrow with another European country. We are also organizing visits of leaders to Ukraine, along with the content of our negotiations and the long-term philosophy of our agreements. It is crucial to ensure sustainability for our state for years to come, as this will guarantee greater opportunities for us this year, given the current challenges and threats. Our primary tasks are to support the Defense Forces, the state budget, and Ukraine's social resilience. I am grateful to everyone worldwide who is helping us. And, of course, I extend my gratitude to our warriors – all the soldiers, sergeants, and officers on the front lines who protect our state, defend our positions, care for neighboring units, and assist when needed.

The agreement covers many aspects. Direct annual support. Fixed financial assistance. 2.5 billion pounds this year. Significant annual support throughout the agreement's 10-year term. Weapons. Support for our defense sector. The work of our intelligence services. Sanctions against Russia. Cyber defense against Russian cyber attacks and everything involving modern technology. This is a genuinely serious and modern agreement. There are well-known exemplary security agreements from the twentieth century, such as the one between the United States and Israel, as well as other similar agreements. We have now created a modern-day example that boosts our confidence while we defend ourselves against Russian aggression and lays the groundwork for strong security positions until Ukraine joins NATO. NATO membership remains our primary security goal. Meanwhile, we are working with other partners on bilateral security agreements based on our agreement with the UK. Almost thirty states have already joined the G7 Vilnius Declaration. I am grateful to every country and every leader who is already working with us on this. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

I thank everyone engaged in this effort. We are building up our own production, and this is essential. I also met with the Defense Ministers of partner countries who came to us on Independence Day. This is a great sign of solidarity with our warriors and with all Ukrainian people. Our meeting today with Emmanuel Macron strengthens our defense with effective, practical, and powerful elements. Agreements have been prepared – and the relevant documents are being signed today – to significantly boost our defense capabilities. Ukraine will be able to receive 100 Rafale F4 aircraft, very advanced French radars, 8 SAMP-T air defense systems with 6 launchers each, the missiles and guided bombs necessary for our defense. We outlined the direction of technological cooperation, namely: we will work together to increase the industrial and technological potential of Ukraine and France. We also have another important agreement today for the purchase of 55 new electric locomotives from France – a deal between Ukrainian Railways and France’s ALSTOM – and we are committed to carrying on with this line of cooperation with France. Our meeting today with Emmanuel Macron strengthens our defense with effective, practical, and powerful elements. Agreements have been prepared – and the relevant documents are being signed today – to significantly boost our defense capabilities. Ukraine will be able to receive 100 Rafale F4 aircraft, very advanced French radars, 8 SAMP-T air defense systems with 6 launchers each, the missiles and guided bombs necessary for our defense.
