Sara Duterte to blame for the lower 10 billion computerization budget I cannot and will not argue with you regarding what our constitution says; that education should get the highest budget. You are correct. I do not know what’s the next step on this but for me? The budget cut at the very least for computerization was justified and here’s why: I followed the Committee on Appropriations hearings for the budget of the Department of Education in both houses of the legislative. I have been writing a lot of this. The decision of Congress was based on facts —- things they already raised with the agency numerous times, even before the budget season. Just for a quick appreciation of facts: in 2022 11.3B was allocated for the DepEd Computerization Program, in 2023 11B. A total of more than 20 billion pesos! According to the COA’s DepEd 2023 report, only Php 2.075 billion of its 11.3 billion budget was utilized. So forgive me for agreeing with this budget cut, unless the new DepEd Secretary can prove that he can fix the internal issues of the agency — I would rather give way to other programs in our tight fiscal space. “How can Secretary Angara defend DepEd’s lack of action when the Philippines is already at rock bottom in global education rankings? A teacher-to-computer ratio of 30:1 is unacceptable in 2024. We need to see drastically improved utilization rates before any discussion of budget increases or restoration” -Rep. Rodge Gutierrez I also want to emphasize the alleged rigged bidding of these computers costing us Php 1.6 Billion pesos as Rep. Jil Bongalon pointed out. I am also interested to see how the Office of the President will reconcile the fact that the education sector should get the highest budget allocation. I wanted to share an update on San Francisco’s budget and how we are working to get our fiscal house in order. When I took office, we inherited a significant structural deficit. That means the city was set up to spend more money than it brings in, year after year. Today, that gap is projected to reach $1 billion dollars over the next five years. Over the past year, we’ve taken steps to close this gap and bring long-term spending more in line with revenue. We also know that increasing sustainable revenue for our city is crucial to solving our budget problem. Since the day I became mayor, we’ve been taking steps to create the conditions for San Francisco’s economic recovery. Today, our streets are safer and cleaner, and people struggling on the streets are getting into treatment. We’re making it easier to open and operate a small business in our city. And that progress has led to results: Businesses of all sizes are coming back to San Francisco, people are shopping downtown again, and tax revenues are higher than projected. While we are making meaningful progress, we are not out of the woods. Our economic recovery is very fragile. And since last year’s budget, the city has faced new federal and state funding cuts. This means our budget gap would reach $1 billion in the coming years if we don’t act. The charter requires that, as mayor, I submit a balanced budget each June—we cannot spend more money than we bring in. And we must also address this long-term $1 billion dollar deficit. Because if we don’t act now, we will have to do twice as much in the coming years, with the choices becoming more expensive and more difficult. This year’s budget will include painful but necessary decisions. I know they will impact individuals and communities, and I take this seriously—which is why we must act now to avoid even deeper cuts later. This year's budget will continue the work we’ve been doing since last year to manage city funds responsibly and deliver the best possible services. And it will put our city on a path to a lasting economic recovery that benefits all San Franciscans.

The whole Left ecosystem, starting with the Congress chief Mallikarjun Kharge to Congress Chief Ministers across states, seem to have gotten into a frenzy and have become desperate to hide the truth that PM Sri Narendra Modi ji exposed in his tweets on #FakePromisesOfCongress. What Modi Ji has highlighted is a living reality in Karnataka - unsustainable freebie model has wreaked havoc on our State's developmental journey in the last 1.5 years, severely crippling the pace of our progress. What Mr. Kharge himself admits in the video that went viral proves this fact. Apart from his warning to not go overboard with promises, he says that there is no money to make roads. Some people seem to have missed this in translation but that's the indicative reality in Karnataka. That's the gist of what he was trying to say - that development has taken a backfoot in the state because of the unsustainable guarantees that the Congress party is trying to keep alive. It asserts the fact that Congress has fully realized the cost of its own guarantees on State's finances. Take CM Siddaramaiah's last budget for instance. To accommodate these freebies - although there is a budgetary provision made, he has achieved the provision by reducing budget in other key sectors. - The agricultural budget has been reduced by 38%. - The irrigation budget - crucial for many North Karnataka districts and in South Karnataka too - has been reduced by 17%. - The Capital Expenditure is down by 13%. - For Education, 11% budget is allocated while State Average is 14.7%. - Further, Congress budget has allocated merely 0.6% towards Urban Development, against other States average of 3.5%. - Inadequate fund have pushed Bangalore infra from bad to worse. - About Rs 13,000 crore of SC/ST funds have been redirected to fund the freebies. - Every MLA across all party lines is seen complaining about the lack of funds for local area development. - Govt stopped Rs 4000/- that was earlier added as State Contribution to PM Kisan Fund, directly impacting over 58 Lakh farmers. What's worse, while Govt hospitals do not have medicines at their pharmacy due to lack of funds, legacy institutions like KSRTC are being pushed to 100s of crores of losses. All done to keep the evidently unsustainable Guarantees alive. This shouldn't come as a surprise as it's not the first time that Congress itself has spoken about the ground reality in Karnataka. DCM DK Shivakumar, in the first six months of the Government taking over, had said there are no funds for development in Karnataka. CM's Financial Advisor Basavaraj Rayareddy had blamed the freebies for the lack of growth in the state. Mr. Kharge's statement is the most recent addition to such series of admissions by the Congress party. Anyway, it brings another opportunity to throw light on the mishaps that the Karnataka Govt is pursuing on the economic front. When BJP presented its last budget under CM Basavaraj S Bommai, it was a revenue surplus budget. But the latest budget under Siddaramaiah has a revenue deficit of over Rs 12,000 crore! And as always, Congress is taxing the middle class to bridge this gap in revenue. Congress Govt has gone on a spree to hike taxes on so many items that are essential for daily lives. In just 1 year or so, Karnataka has seen hikes in water bills, electricity bills, hike in transportation costs, property tax, stamp paper duty, hike in petrol and diesel, road tax on new vehicles, milk price, excise duty hike and the list goes on. To fund the Freebies, Congress is siphoning money off the common man's pocket. This is why we call this Govt as the #PickpocketSarkara. Claiming to give benefits, but looting the same people is a strategy that is bound to fail. People see through this, and identify this strategy very well. What Modi Ji has highlighted is how aware citizens are making informed choices like they made in Haryana. As much as Mr. Kharge, or DCM, or CM may try to hide PM's message with shrill rhetoric and name calling, his message to be vigilant from Congress fake promises reflects the ground reality in Karnataka.

What's worse, while Govt hospitals do not have medicines at their pharmacy due to lack of funds, legacy institutions like KSRTC are being pushed to 100s of crores of losses. DCM DK Shivakumar, in the first six months of the Government taking over, had said there are no funds for development in Karnataka. Mr. Kharge's statement is the most recent addition to such series of admissions by the Congress party. Anyway, it brings another opportunity to throw light on the mishaps that the Karnataka Govt is pursuing on the economic front. When BJP presented its last budget under CM Basavaraj S Bommai, it was a revenue surplus budget. But the latest budget under Siddaramaiah has a revenue deficit of over Rs 12,000 crore! And as always, Congress is taxing the middle class to bridge this gap in revenue. Congress Govt has gone on a spree to hike taxes on so many items that are essential for daily lives. In just 1 year or so, Karnataka has seen hikes in water bills, electricity bills, hike in transportation costs, property tax, stamp paper duty, hike in petrol and diesel, road tax on new vehicles, milk price, excise duty hike and the list goes on. To fund the Freebies, Congress is siphoning money off the common man's pocket. This is why we call this Govt as the #PickpocketSarkara. Claiming to give benefits, but looting the same people is a strategy that is bound to fail. People see through this, and identify this strategy very well. What Modi Ji has highlighted is how aware citizens are making informed choices like they made in Haryana. As much as Mr. Kharge, or DCM, or CM may try to hide PM's message with shrill rhetoric and name calling, his message to be vigilant from Congress fake promises reflects the ground reality in Karnataka.

We learned that the budget hole created by the Democrats was not 12 billion dollars, as we feared, but a shocking *16* billion dollars. Just for context, California, which many consider the worst run state in the Union, has a budget deficit of 30 billion dollars. But California has a much larger population than Washington. If we adjust for population, our deficit is the equivalent of almost 80 (EIGHTY) billion dollars 😳 Before you let that bleak fact sink in, consider also our state's rainy day fund is less than 10% of our state's budget, a fact the governor bemoaned, stating that "we're one of just four states in the entire country with Reserves at 10% or less of our annual budget" So what happened? Was there a massive emergency that required us to spend the rainy day fund? Have we gone through a deep recession in the last few years that reduced revenues significantly? How is that Florida has no income tax but is able to RETURN 1billion dollars back to the Federal government, yet Washington seems on the edge of collapse if a single federal dollar does not come our way? The answer is simple my friends. Tax revenues have grown consistently in Washington for over a decade. Last budget cycle the state had a budget surplus of 12 billion, and despite piling on more taxes on the residents of Washington, including a business-destroying capital gains tax, the legislature has managed to swing that surplus to one of the largest deficits in the country. "So if revenues continued to increase how on earth do we have such a huge hole?" you are wondering. It's because our Democratic controlled legislature and past governor, spent money like drunken sailors. Any responsible family or business would quickly recognize the recklessness of such spending and cut back to live, or do business, within their means. The truth is much darker, however. Ferguson only rejected the wealth tax proposals because he did not believe they would survive a legal test. “We cannot rely on a revenue source with a real possibility of being overturned by the courts,” Ferguson said. There is no way that Putin will ever stop unless when being defeated and destroyed on the battlefield. When we do it now then we even save our own cities and people.
