The irregularities were brought to Parliament’s attention through the Speaker prior to the vote. Therefore, when Parliament voted, it was endorsing those irregularities, which is not permitted by the Constitution. The second allegation made is that the insertion of the words “accept” or “approve” was done after the sitting of the Finance Committee. There is no rule that says the ANC is excluded from putting forth a candidate to chair the committee.
