If garbage bins are placed on every street, at regular and accessible points, people will be far more likely to use them instead of littering the roads. Public convenience plays a critical role in shaping public behavior. So the real question is not one-sided blame. Is it the fault of citizens who lack discipline and basic civic sense? Or is it the fault of the administration for failing to provide essential facilities and systems?The truth is, both share responsibility. Citizens must stop using the absence of bins as an excuse to litter. Carrying waste home or disposing of it properly is a small but necessary act of responsibility. Clean cities are built by mindful citizens, not by slogans and complaints alone.
