Please endeavour to join all the dots: 1) comprehensive, evidence based review of impact of current system on schools and communities. 2) account of how we got here - Ofsted's political nature (eg as academisation lever)

Do I think Ofsted care about the wellbeing of teaching staff? No, but reading through the submissions to the parliamentary inquiry set up after the death of Ruth Perry is heartbreaking, made worse by the fact that Ofsted, haven’t learnt a single lesson.
