Сьогодні в Україні Висока представниця Євросоюзу із закордонних справ та безпекової політики Кая Каллас. Кая багато всього зробила для допомоги Україні, і ми вдячні за всю підтримку. Говорили про найважливіші питання, всі виклики: енергетика, сильний тиск на Росію і прийняття 19-го санкційного пакету, заморожені російські активи, програма SAFE, шлях України до ЄС та відкриття переговорних кластерів, оборонна підтримка, зокрема спільне виробництво. І окремо – питання Спецтрибуналу. Є рішення виділити гроші від Європейського Союзу. Це важливо. Це говорить про те, що ми говоримо про справедливість і вже є практичні кроки, а не тільки заклики до цього.

I met with Minister of Foreign Affairs of Lithuania Kęstutis Budrys. This is his fifth visit to Ukraine in this role. I thank all the people of Lithuania for supporting Ukraine, as they have stood by Ukraine since the first days of Russian aggression. We discussed regional security and the threats Russia and Belarus pose, especially following the recent drone incursion on Poland; strengthening sanctions policy; joint defense production; participation in the SAFE instrument and PURL initiative; and assistance with reconstruction, demining, education, and rehabilitation of the wounded. Lithuania has opened an office in Ukraine to coordinate these projects – and that is important. Thank you. We discussed the implementation of the PURL and SAFE initiatives, opportunities for joint weapons production, and Ukraine’s European integration. We also addressed the need to intensify sanctions pressure on Russia and prepare the 20th EU sanctions package. New restrictions are needed on the banking sector, the shadow fleet, and Russian propagandists. I thank the President, Government, Parliament, and all Lithuanians for their consistent and reliable support of Ukraine – we have confidence in it and truly feel it.

We are working to make as much progress as possible during this period on opening negotiating clusters and on Ukraine’s accession to the European Union. We discussed this today with the President of Cyprus NikosChristodoulides, and I am counting on productive cooperation. The President and I talked about strengthening sanctions against Russia, which must remain in place as long as Russia’s aggression and occupation continue. We also touched on reinforcement of our air defense, the production and supply of drones, and Cyprus’s participation in the PURL initiative and SAFE instrument. This is very important now, during the war, and it will be no less important afterward. We all want a just and lasting peace. We discussed the future of Ukraine, security guarantees, and the outcomes of the meetings in Washington. Separately, we also focused on how frozen Russian assets can be used for Ukraine’s recovery. A united voice and a common position in Europe are of particular importance. I am grateful to the parliamentarians for their support and shared vision that Ukraine must be part of the European Union.

We discussed diplomatic contacts with the U.S. side aimed at achieving a dignified peace and Europe’s role in this process, as well as the European Council’s decision to provide Ukraine with financial support of €90 billion for 2026–2027. I am grateful to the Prime Minister and to Poland for their firm support of this decision. We also focused on economic cooperation, joint infrastructure projects, as well as strengthening Ukraine’s combat aviation and defense projects under the SAFE instrument, including joint production of drones and interceptors. We are grateful for the consistent strengthening of Ukraine since the beginning of Russia's full-scale invasion. We feel and appreciate it.

The people of Ukraine were counting on this decision. We are glad that the United States remains with Ukraine, that it remains our main powerful ally. We discussed military macro-financial support and military assistance, including the need for artillery shells, long-range missiles, electronic warfare equipment, UAVs, combat aviation, and support in developing the Ukrainian defense industry. We also talked about the confiscation of Russian terrorists’ frozen assets, support for Ukraine on its path to NATO, security commitments, Ukraine’s Peace Formula, and U.S. participation in the first inaugural Peace Summit.

During my meeting with the Minister of Foreign Affairs of Estonia Margus Tsahkna, we discussed further support for Ukraine. The main focus was on energy and defense assistance, cooperation with partners within the Coalition of the Willing, strengthening air defense capabilities, and additional contributions to the PURL initiative. Tomorrow is an important day. We are anticipating a historic conclusion from the European Union—a report on Ukraine's implementation of the European Commission's recommendations. And we are already planning our next steps following this report. Our legislative efforts and the strengthening of state institutions. Ukraine has already come a long way toward stronger ties with the European Union. We are fully aware that EU membership relies on a political decision shared by all EU members that want to see a new state join, but it also relies on the candidate state itself and its work to approximate and adapt EU standards and community norms. Ukraine will join the EU. And we will achieve this, in particular, as a result of our state's internal transformation that is completely consistent with the interests of our people. The EU represents economic security and social stability for Ukraine, and Ukraine represents the strengthening of the entire EU community. And it is critical that the Ukrainian parliament continues to support the legislative efforts required for our European integration.

I met with Deputy Prime Minister and Minister of Foreign and European Affairs of Slovenia Tanja Fajon, who began her visit to Ukraine in our regions and is concluding it today in the capital. Such support is very important, and we deeply appreciate it – especially when it concerns regions where life remains difficult and full of challenges during the war. We discussed the PURL initiative and Slovenia’s accession to it, the SAFE mechanism, diplomatic efforts to achieve a genuine peace, work on returning Ukrainian children abducted by Russia, and the importance of opening negotiating clusters for Ukraine’s accession to the European Union. I thank Slovenia for all its support and for the projects it has backed and participated in – especially humanitarian ones. We also value all the military assistance. It is important for our people.
