Risk oracles, automated systems that monitor and manage protocol risk onchain, are set to become a cornerstone of onchain finance. However, their reliability and design philosophy determine whether they actually reduce or introduce risk. When risk oracles fail to operate throughout volatile conditions, depend on poor-quality data, or lack transparency, they become a point of failure. Onchain finance needs infrastructure that’s neutral, transparent, and battle-tested under extreme conditions. That’s where the Chainlink Runtime Environment (CRE) comes in. CRE’s modular orchestration framework lets developers build highly-customizable and resilient risk oracle systems leveraging the industry’s most reliable infrastructure and highest-quality data. With CRE, protocol developers, DeFi risk managers, and risk curators can create risk oracle solutions that include: • Custom pricing logic to reflect complex instruments • Dynamic risk parameters to maximize efficiency and safety • Automated freeze or circuit-breaker functionality All built on verifiable, decentralized infrastructure. That’s why LlamaRisk chose CRE to power LlamaGuard NAV, a next-gen oracle integrated by Aave Horizon that prices tokenized RWAs using dynamic price bounds and advanced risk controls. In combining Chainlink’s proven reliability and neutrality with LlamaRisk’s expertise in protocol risk, LlamaGuard provides Aave Horizon with a transparent, automated risk management system designed for institutional-grade tokenized assets. This design separates responsibilities: • Chainlink provides the trusted infrastructure for secure data validation and workflow orchestration. • LlamaRisk configures the transparent, dynamic risk logic that runs on top of CRE. The result: a highly-reliable and transparent risk oracle solution that ensures neutrality at the system level and adheres to DeFi’s decentralization ethos. As Sergey Nazarov and Stani noted at SmartCon 2025, CRE-powered risk oracles on Aave Horizon bring together specialized experts to deliver transparent, verifiable, and robust systems for the next era of DeFi. Protocols that implement properly designed risk oracles have an inherent advantage by offering users stronger safety, more efficient markets, and better institutional alignment. Safer oracles = Safer DeFi.

OnRe turns one today. One year ago, OnRe was founded with a clear belief: the future of reinsurance capital would not stay offline forever. Today, that belief has grown into: • $178M+ AUM • 6,200 ONyc holders • $17.28M in gross written premium • $16.83M in yield distributed to ONyc holders • $250M+ total assets deployed across OnRe DeFi Markets • $100M+ of capital deployed into uncorrelated reinsurance opportunities Reinsurance is one of the world’s largest and most resilient yield markets, yet access remained limited to institutions and incumbent balance sheets. Meanwhile, onchain capital expanded rapidly in search of sustainable sources of real-world yield. The disconnect was clear: insurance needed new forms of capital, and digital asset markets needed more substance. So we built OnRe to connect them. A licensed collateralized reinsurer and onchain asset manager bringing reinsurance premiums onchain through ONyc, a Solana-native yield asset backed by real underwriting activity. Over the last year, ONyc integrated into Solana DeFi through Kamino, Loopscale, Exponent, Elemental ⬡, and others, helping bring institutional-grade yield into lending markets, vaults, and liquidity infrastructure. But the most important thing we built this year was conviction. Conviction that reinsurance can become programmable, transparent, and composable infrastructure for internet capital markets. To our team, partners, investors, users, and community: thank you for believing in this vision. We’re just getting started.

No important financial innovation has ever been created without critics. • Credit cards were going to drive “reckless consumer spending” • Mutual funds were seen merely as a way to speculate and risk people’s savings • ETFs were feared because they could increase volatility • Most new types of Derivatives were called “gambling” at launch • Bitcoin is still portrayed as a scam by some Yet, these innovations have ultimately transformed modern finance for the better. That said, criticism and doubts play a crucial role in this process: they help stress test new systems and often constructively encourage them to get better. From day one at Kalshi, we have been conscious of our position in building prediction markets and we carry the responsibility of fostering and preserving trust in them. That is why, today, Kalshi is launching our Customer Protection Hub, as the latest example of our commitment to putting customer safety first. The Hub adds additional layers of safety to our customer protection infrastructure, by enabling new risk managed features like Deposit Caps, Trading Breaks, and Voluntary Opt-outs. These safeguards work in addition to our internal market surveillance team and regulation systems to improve our market integrity. For sports specifically, we are excited to announce our partnership with IC-360, whose data will enhance our Customer Protection Hub’s ability to prevent bad actors and report them to the leagues and relevant regulatory bodies. We hope that our Hub sets a new standard of customer protection for the industry and encourages others to follow suit.

🔵 based morning to all based builders, as we turn the page on the quarter, I want to share a lookback on our Q2 and a lookahead to our Q3. Base Build had an exciting 12 weeks. we hit 86% of our weekly active apps growth goal and shipped some big things for the community: - at the chain level, we achieved Stage 1 decentralization, a company-wide milestone and multi-quarter effort. we increased maximum blockspace throughput to 75 Mgas/s and adjusted the burst:sustained ratio to 3x to better support burst traffic. and we are on the homestretch to enabling 200ms flashblocks on mainnet in collab with flashbots. - we announced our onchain commerce protocol, a groundbreaking smart contract-based auth+capture escrow protocol, built in close partnership Base x Shopify x Coinbase Business. the future of commerce is onchain, and we’re just getting started. - our dev team cooked on powerful new tools to help you build, grow, and earn onchain – we shipped 4 more mainnet appchains, major improvements to OnchainKit, a new Docs site powered by Mintlify with AI-powered search and chat, and continued to streamline MiniKit for better mini app DevX. - we ran Base Batches 001, our incubator program, with 800+ teams and 70+ finalists. we distributed 25+ ETH in weekly builder rewards, not to mention more in grants and prizes. we ran multiple onchain buildathons, including with Vercel. we also hired 7 new base country leads and had fun meeting many of y’all IRL at Farcon and EthCC. but it’s still just the beginning. one of our core values is to build in public, and in that spirit here is the Q3 2025 product roadmap for Base Builder org: Overall - Grow Base WAAs from [X] to [Y] Chain (DRI: Anika Raghuvanshi) - Scale maximum blockspace throughput from [75] to [90] Mgas/s - Stand up a 2nd proving system on testnet - Launch shhhhhh 🤫 Markets (DRI: Shoomp) - Grow >$1M weekly DEX volume tokens from [X] to [Y] Account (DRI: wilson.base.eth) - Grow smart wallet WAAs from [X] to [Y] - Drive [$X] in onchain commerce volume - Make smart wallet the best onchain account to build on Privacy (DRI: Elena Nadolinski) - Meet proof-of-person needs for [1+] established apps Dev (DRI: nick.base.eth 🛡) - Grow TBA mini app WAAs from [X] to [Y] per usual, we want to hear from you. let us know what we are doing well, and what we can do better to help you build, grow, and earn more onchain. together we can make Base the place where the best apps are built, where we meet real needs for real people, where we increase innovation, creativity, and freedom in the new global economy. and stay tuned for more from Drew Coffman at next week’s A New Day One event 👀 this product roadmap represents our current direction and is not a binding commitment; features and timelines may evolve based on market feedback, technical learnings, and strategic shifts.
