Today in Rome. As always with such visits, we have a result. Today, we have become stronger. I met with the 🇮🇹 President and the President of the Council of Ministers Giorgia Meloni. I'm grateful to them for the political decisions to increase aid for 🇺🇦. I met with Pope Francis Pope Leo XIV. I hope this conversation will have historical consequences for Ukraine. In particular, regarding the return of 🇺🇦 children home. Today there is also a Joint Declaration with Italy regarding Ukraine's accession to the European Union and NATO. Very correct and timely signals. Italy absolutely clearly supported all points of the Ukrainian Peace Formula. I am grateful to the political leadership of Italy and all Italians who help us and support Ukraine in our struggle for a European way of life. Viva Italia! Glory to Ukraine!

I met with the delegation of the United for Ukraine parliamentary network at the European Parliament. Ukraine counts on continued European unity in supporting Ukraine and in the negotiation process to end the war. We also discussed our country’s needs for strengthening air defense, in particular through scaling up the PURL initiative and using the European SAFE instrument. I thank Members of the European Parliament from Austria, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Iceland, Italy, Latvia, Lithuania, Poland, Romania, Slovakia, Spain, and Sweden for supporting our country during this difficult time. My first meeting with the new Prime Minister of Latvia, Andris Kulbergs (AS) 🇺🇦🇱🇻, and an important result for our countries – we signed a Drone Deal. These are concrete things to strengthen our joint defense and co-production, and, importantly, this also means Ukraine’s expertise and experience helping to strengthen our partners. This is exactly the kind of systemic cooperation we are building with those who have consistently supported us throughout all the years of Russia’s war. Ukraine is interested in ensuring that every region of Europe has sufficient protection against Russian threats. I also informed the Prime Minister about Ukraine’s air defense needs. Separately, we discussed sanctions pressure on Russia, in particular strengthening sanctions against Russia’s shadow fleet. I am grateful that we have such excellent relations between our nations. And we thank Latvia for all the support it has provided to Ukraine throughout this war.

A substantive and good meeting with Prime Minister of Norway Jonas Gahr Støre. Norway is providing us with significant energy support – in many ways, it is thanks to our cooperation with Norway that we have been able to get through this winter and the previous ones, each of which Russia tries to turn into a weapon against our people, against life in Ukraine in general. Today we spoke about continuing our joint work – and we will work toward a strategic partnership; in fact, we have already reached this level. Thank you that Norway is ready to continue helping us with energy – and not only helping, but also working more on joint ideas and joint projects. Today we discussed some of these energy prospects – and this is what will strengthen us. The energy ministers of our states will speak later today, and a corresponding agreement on energy cooperation will follow. Norway is one of the strongest defenders of life. Thank you for this to every Norwegian, and personally to Jonas.

I am grateful to the Prime Minister of the Netherlands for such a symbolic visit – coming to Ukraine almost immediately after beginning his work at the head of the new Government. I informed Rob Jetten Rob Jetten about the situation on the battlefield and about the Russian attacks that do not stop for a single day. We need stable, steady support every day while the war continues. The Netherlands demonstrates exactly the kind of support that works most effectively – a predictable annual volume of €3 billion each year. The Netherlands is also investing in the PURL initiative, which is critical for us and allows us to purchase air defense missiles. It is important that we are producing weapons together with the Netherlands – and we will certainly continue and expand this joint work. This is also provided for in the joint statement we adopted today. We discussed this in detail during the meeting – investments, licenses, and possible production volumes. The Netherlands has supported us since the first days of this war, and in many aspects – defense support, assistance to our energy sector, support for sanctions against Russia, as well as political support for Ukraine. This is already Ukraine’s ninth such agreement, and it is important that more and more partners are joining this format, which opens up greater opportunities for joint defense production, the exchange of expertise, and transparency in weapons exports. Together, we are building a new security architecture. I thank Denmark, and personally Mette, for this step toward strengthening our shared defense. It was with Denmark that we began joint production in Ukraine under the Danish model, and it is absolutely fair that Denmark will now have access to Ukrainian exports of weapons tested in war. Today, we also discussed with the Prime Minister Statsministeriet the strengthening of our air defense and work on European anti-ballistic defense. It is extremely important for us right now to receive Patriot missiles as quickly as possible and to jointly develop our own European capabilities to counter ballistic threats. I thank Denmark for its continued support for our people – for its defense and financial assistance, and for all its contributions to the PURL initiative.

I briefed the Minister on the frontline situation and on Russia’s constant strikes. I am grateful for Spain’s support of Ukraine’s air defense with HAWK and Patriot missiles. This equipment is in short supply, which is why Spain’s assistance is so vital for our protection against massive Russian attacks. Today, at the Summit of Cities and Regions, there are representatives of Poland, France, Austria, Romania, Norway, Germany, Portugal, Italy, the Baltic states – Latvia, Estonia, and Lithuania – and Hungary. The Mayor of Budapest, the capital, is here today, and I hope we will smooth out relations with Hungary. This is important for everyone – both in our region and in Europe as a whole. Representatives of Sweden, Czechia, and Slovakia are also here with us now. For the first time in this format, there are representatives of Belarus. Recently, Lukashenko said that it was time for the Presidents of Ukraine and Belarus to meet. It turned out quite interestingly: Lukashenko said it, but it was Sviatlana Tsikhanouskaya who came. Also here are representatives of Belgium, Britain, Finland, the Netherlands, the United States, Slovenia, Moldova, North Macedonia, and Switzerland. Most of you understand and feel absolutely clearly what the phrase “For our freedom and yours” means. This is exactly how we are defending ourselves now in Ukraine. This is exactly how the freedom and independence of many others in our Europe were protected. This is exactly how the entire free world lives – thanks to the readiness of others to come to the aid of the one who is facing unjust strikes and wars of aggression. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

I presented her with the Order of Merit, II class, for her significant personal contribution to strengthening our cooperation and supporting Ukraine’s sovereignty and territorial integrity. I am grateful for all the assistance to our people, for the visit, and especially for her trip to Chernihiv. It is extremely important for us when partners personally visit such places and support the reconstruction of our schools and kindergartens. We discussed defense support. We value Latvia’s contribution to the PURL initiative. We also spoke about the possibilities of using the SAFE mechanism and the prospects for joint weapons production. Latvia is a leader in the Drone Coalition. This year, it has supplied Ukraine with about 12,000 drones, and this is vital support for our defense. We also focused on the diplomatic situation. Our positions are aligned – the sanctions pressure on Russia must be increased, and the relevant work with partners must continue. Latvia stands with us and will continue to do so. I am grateful for the unwavering support for Ukraine.

Today, during negotiations with the leadership of European institutions, we focused on strengthening our air defense, implementing all existing agreements on defense support, and discussing in detail how to achieve greater progress next year in Ukraine’s EU membership negotiations. Next year will also see Poland and Denmark holding the EU Presidency, and we must do everything possible to ensure that the European project advances not only for Ukraine but also for Moldova and the Balkan states. We also addressed the issue of NATO membership for Ukraine. An invitation to join the Alliance would fundamentally strengthen Ukraine before any negotiations to end the war—a step that would significantly contribute to ensuring a just and lasting peace. I am grateful to all our partners standing with Ukraine on this issue. Geopolitical certainty for Ukraine is the foundation of peace for all of Europe.

A new important step in our defense cooperation with the Netherlands – today, our countries signed a Memorandum of Understanding concerning Coproduction of drones. This is one of the promising areas of our bilateral cooperation. I thank the Government, the Prime Minister, and all the people of the Netherlands for their support of Ukraine – since the start of the full-scale war, it has already reached nearly $9 billion. I am also grateful for their contribution within the PURL initiative – around $600 million. Support for this initiative sends signals and sets examples for other partners. During today’s meeting with the Dilan Yeşilgöz-Zegerius, Ruben Brekelmans, we discussed the development of joint drone production, the implementation of the initiative, and collaboration with the Netherlands in this area. I am grateful for the meeting and for all the efforts made to support our people.
