However, the world has all of the resources to assist us in intercepting every missile and drone fired by Russian terrorists. This is completely doable. All that is required is for the necessary political decisions and agreements to be implemented. Today, the Ukraine-NATO Council meeting was held. Our Minister of Defense briefed our partners on Ukraine’s most urgent needs—particularly air defense and the protection of critical infrastructure. The liquidation of the aftermath of the Russian ballistic missile attack on Kryvyi Rih continues all day. There was also a devastating airstrike on Kupiansk, where a guided bomb hit the city center, leaving people trapped under rubble. Tragically, there are casualties. My deepest condolences to the families and loved ones affected. It is important that all our partners respond more actively to Russian terror. This terror must never become a so-called “new normal” for Europe. We are also working with our partners on front-line supplies—not just weapons and ammunition, but also strength with long-range impact. We continue to insist that decisive action now, including lifting restrictions on long-range strikes for Ukraine, will help us bring this war to a just end for Ukraine and the world as a whole. The protection of life matters equally everywhere. I am grateful to everyone around the world who is helping.

I am grateful to all the states, leaders, and peace ambassadors who are assisting us in preparing for the summit. We will use the remaining weeks before the event to work with dozens of other leaders and countries that we hope to see at the summit. Every day, recovery continues in our cities and communities after Russian strikes. This week of February alone, they launched about 1,300 attack drones, more than 1,200 guided aerial bombs, and 50 missiles against Ukraine – almost all of them ballistic. Today, the Odesa, Donetsk, Zaporizhzhia, and Sumy regions came under enemy attack. As before, the main target of these attacks is the energy sector. After the talks in Jeddah and the American proposal for a ceasefire on the frontline, Russia stole almost another week – a week of war that only Russia wants. We will do everything to further intensify diplomacy. We will do everything to make diplomacy effective. But every day now is about defending our independence, our state, and our people. We must remember – it is the support of our army, all our defense and security forces, and our state that determines everything. I thank each and every one who does not forget that Ukraine’s defense and resilience are paramount. I am grateful to all Ukrainian soldiers, every one of our units. We are continuing to work with our American partners at all levels to ensure that the Ukraine aid package is passed by the US Senate on time. Both the President’s Office and our diplomats are actively working to ensure a positive political outcome of the swift approval, as well as a positive outcome of the package itself, which should include the items that our warriors on the front lines expect so much. The time between political decisions and actual damage to the enemy on the front lines, between the package's approval and our warriors' strengthening, must be as short as possible. This strength must be the one capable of truly changing the situation on the frontlines. Frontline air defense is just as important as protection for our cities and villages. Our long-range capabilities, artillery, and ability to expand our area of control are all important. Every day is important now, in terms of communication, politics, and logistics. And I am grateful to all of our friends in the United States, as well as our partners around the world, who see common opportunities and tasks in the same way that we do in Ukraine. Together, we must stop Russian terror by all means, limit Russia's terror potential, and force Putin to admit the obvious: this war will yield no results for him.

I thank all Americans who work in defense enterprises and every state that manufactures weapons that are now really protecting democracy and our way of life. All of the current cooperation between Ukraine and the United States, as well as every sign of support for our protection, is strengthening both of our nations. They also strengthen all of our partners and the entire world, which wants to live by the rules rather than under conditions of violence and terror. We will make every effort to compensate for the half-year spent in debates and doubts. We must turn everything the occupier has accomplished during this time, as well as everything Putin intends to do, against him. All of his frontline actions, strikes on our energy system and infrastructure, and terror against our cities and villages must unite us all—everyone in the world who truly values life—around the need to increase pressure on Russia. Russian air strikes this morning were heinous, with the deliberate goal of causing structural damage to society’s life rather than military damage to our ability to defend ourselves. This is terror, by definition, without any disguises. The strikes harmed over thirty people across the country. As of now, five people have been reported killed. My condolences to their close ones. A significant part of our energy system is damaged. Air defense is the top priority right now. Our people here in Ukraine are responsible for the physical protection of facilities and their recovery following strikes. However, true and comprehensive protection from Russian missiles and "Shahed" drones is only possible with sufficient political will on the part of our partners. We work on it every day. Every day, we persuade partners of the importance and, more importantly, the feasibility of full protection of Ukrainian skies. Russian terror is only possible because we do not have enough modern air defense systems. Frankly, because our partners lack the political will to provide them. They all know exactly what is required and who can make life-saving decisions.
