The first known Spanish recipe involving tomatoes appears in the 17th century, and by the 18th century, tomato sauces started to become more common. Tomato sauce, as a staple, likely evolved in Spain during the 18th century, particularly in regions like Andalusia. It became Salsa Española (Spanish tomato sauce) and from there was replicated in Spanish territories, including what today is Italy, where it became what it is today.

I don't think it has much to do with lead plates. Tomatoes are a species of night shade, like goose berries, and egg plant. The night shades in America are mostly edible but their European cousins are deadly poisonous.
