It means even your reserve tank was almost empty. Never let the fuel drop below quarter tank. The pump might pull impurities from the bottom of the tank and mess up the injectors.

It is possible if they drained the tank all the way until empty, and then kept on filling up the tank until all the expansion space is filled all the way until the absolute tip of the fuel line. My stream has a 55L tank, I have managed to once overfill it with 60L of fuel.
