At that point, the blades are mostly interacting with the disturbed wake they created themselves. So, torque from different regions start cancelling and flipping in sign. The system hits a saturated balance. More inflow doesn't mean more net rotation, just more turbulence around the equilibrium. If you don't believe me take it up with: Wind Energy Explained (Manwell, McGowan & Rogers, 2010) or Aerodynamics of Wind Turbines (Hansen, 2008).
