Just a cop term to differentiate between criminals who carry guns for clout, and those willing to pull the trigger. I used this term as well during my law enforcement career. Trigger pullers are few, concentrating police resources on them and those predisposed to be trigger pullers is a wise course of action.

POLICE WARN AGAINST UNLAWFUL PROTESTS AHEAD OF INAUGURATION By Victoria Kayeye Yambani The Zambia Police Service has issued a strong warning against planned unlawful processions, assemblies and protests across the country, including during Tuesday’s presidential inauguration. Police Inspector General Graphel Musamba says the Service has received credible intelligence that certain groups and individuals are mobilising and inciting members of the public to participate in unlawful protests. He says police are also aware of efforts to mobilise people to protest against the detention of certain suspects currently in police custody. While acknowledging that Article 21 of the Constitution guarantees the right to freedom of assembly and association, Mr Musamba says the right must be exercised within the law and is subject to limitations necessary to maintain public safety and order and protect the rights and freedoms of others. The Police Chief says the Zambia Police Service has a constitutional and statutory responsibility to maintain law and order, protect life and property, and ensure public safety and security.
