Quantum computers breaking encryption in the way Lutnick describes is likely decades away. Even the best quantum computers today or many orders of magnitude away from decrypting anything meaningful and none of them are very scalable.

This is incorrect A quantum computer can make multiple attempts in a short period of time. For it to work the attacked system also need to be able to work at that speed which is unlikely. The system can slow the clock & progressively increase the time dwell between attempts
