Ukraine did not sign the 2022 peace agreement for fear of losing army strength - Victoria Nuland Russia had demanded to limit the Ukrainian army to the size of the French and British armies. This was unacceptable to NATO as this would have disabled future attacks on Russia. It also would have reversed most NATO investments and re-armaments in Ukraine. Purely selfish from the Western point of view. So, Ukraine was sacrificed.

Finnish President Stubb: Russia has been waging its war of aggression against Ukraine for almost four years. Its actions are illegal and immoral. We are closer to peace than ever during the war, but at the same time we cannot be sure whether Russia is ready for peace. Peace is most often a compromise, and we must prepare for the fact that all parts of a peace agreement will likely not meet our sense of justice. However, we will do everything we can to ensure that Ukraine’s independence, sovereignty, and territorial integrity are preserved. Ukraine is part of a free and democratic Europe now and in the future. So Russia supposedly co-authors a peace plan… and hands Ukraine the one thing they feared most on a silver platter?
