Actually, there is strong evidence that American government officials knew of the impending attack as soon as December 2nd. The most documented argument comes from Robert Stinnett — WWII Navy veteran, journalist, who performed 17 years of FOIA research (see his book Day of Deceit, 2001). His key sources: the Crane Files — hundreds of thousands of pre-Pearl Harbor Japanese military communications stored at a Navy facility in Indiana. Stinnett concluded that U.S. crytopgraphers had broken JN-25, and the Japanese courier fleet did not maintain radio silence sailing for Hawaii. The transmissions were intercepted on December 2nd.
