Uber driver gets aggresive after driving on the wrong side blocking the road

Should this driver be on the streets of London @TfLTPH ? Obviously doesn’t know which side of the road to be on. Good chance he has no idea of what the Gighway Code is. He could also be quite dangerous in a stressful situation. No need to leave his vehicle and act aggressively.
