Ubisoft is still adding new content and heavily supporting Skull and Bones even after its massive failure. And the main reason is they can add lots of MTX packs and battle passes in the game.

Well, Ubisoft has seemingly been updating it consistently under the radar and they are adding land exploration and actual Sword Combat. I never expected them to support this game this long, let alone add something like this post-launch. If they stick with it, Skull & Bones might end up a solid game one day down the line like Rainbow Six Siege did post-launch.
