Нам потрібно захистити нашу енергетичну інфраструктуру, особливо поблизу російських кордонів, і розробити спільні плани дій на випадок надзвичайних ситуацій. Ми маємо перевірити, наскільки ми готові захищати та відновлювати енергосистеми, якщо щось станеться. По-друге, резервне живлення. Нам потрібно більше способів підтримувати одне одного. Енергомережі, трубопроводи, системи звʼязку – вся критична інфраструктура – повинні будуватися з урахуванням резервних маршрутів. Щоб кожна країна могла допомогти іншим у кризовій ситуації. По-третє, транспорт. Нашому регіону потрібні кращі логістичні зв’язки. Так само як Балтійське море може допомогти, коли виникають проблеми в Чорному морі, Чорне море також має допомагати вашим країнам у разі кризи. І всі ми повинні мати швидкий доступ і до Адріатичного моря – на випадок, якщо щось станеться в регіоні. Нам потрібно вчитись на поведінці Росії та бути краще підготовленими. А щоб усе це справді стало реальністю, нам потрібен мир. Тривалий мир. І досягти його ми можемо лише зараз, разом, об’єднавшись.

"We can see in the Middle East how difficult it is to provide 100% protection from missiles and Shaheds. Even in Gulf countries that have better air defense systems than our partners provided us with so far, they have more of these systems, they still do not shoot down all ballistic [missiles]. This wasn't "the white man". This wasn't racism. This wasn't the system. This was black people harming black people. We have a serious problem. The same energy we would have if it was a group of white people doing this to a black mom and her child is the same energy we need to have now. Those children need to be held accountable and parents need to be doing a MUCH better job. This is completely unacceptable. We need to be more accountable and make better decisions. Our standard is FAR TOO LOW.

Thanks to Ukrainian bravery, we are de facto pushing the Russian navy out to the eastern part of the Black Sea. Russia can no longer use our sea to expand its aggression to other parts of the world, as it did in the past with Syria. Russia contributed to the humanitarian catastrophe in this country by using the Black Sea as its base and our Crimea as a springboard for its military. Now the situation has totally changed. When we ensure even more security to the Black Sea, Russia will lose any ability to dominate in this area and expand its malign influence to other countries. The better our sea and coastlines are protected, the better the world is protected. We live in a world that gets used to success too quickly. When the full-scale invasion began, many people around the world did not believe that Ukraine would survive. Today, even the colossal achievements of our warriors and all of our people are taken for granted. Ukraine’s success in the battle for the Black Sea will go down in history books, although it’s not being discussed much today. In any case, whatever happens, we should stay our course and defend our state, our Ukrainian independence, our life, our culture, and our freedom. And we will!

We started with simple kamikaze sea drones. Then we built drones with turrets that can shoot down helicopters. Now we have drones that can shoot down Russian fighter jets from the sea. We have developed boats that carry other drones. We also have boats that strike targets on land from the sea. And we are developing more stable drones that can operate longer and more effectively at sea. Soon – and not in the distant future – we will have systems that can operate even in ocean conditions. We are also actively working on underwater systems. So, facing threats in the Black Sea, we are finding the right security solutions. These solutions can be used in your matters as well – including in complex situations like the Strait of Hormuz today. Drones can solve problems that even a fleet sometimes cannot. We are in a race now between how long can the Ukrainian military hold up versus how long can the Russian economy hold up. I mean, it's like minus 25 degrees and then you attack the energy system. I mean, it's so crazy that only Russians would do such a thing. But this is how Russia is and it will not change. And I think our problem in Ukraine is still that there are still red lines when it comes to the weapons they can use to win this war. And you cannot win a war with the one hand tied on your back. We need to give them weapons so they can strike into Russia. We have had this discussion for several years. We are still discussing it. I mean, for the last three years on this conference, I have said, why are we not providing them the air defense that they need? And everybody is doing like this. They still lack air defense. You cannot protect a country without air defense. We know exactly what we need to deliver, including, of course, membership of NATO, because if they were a NATO member now, we would be in a completely different situation now. So, we know what to do. Ukraine has this expertise, and in exchange for our support we need help in areas where we face greater challenges. This includes protection against ballistic threats and financial resources for defense. Ukraine offers a mutually beneficial partnership: we can strengthen those who can strengthen us. The situation in the world now is such that only coordinated and joint actions can guarantee real results and genuine security. We are being blocked in Europe, and as long as this risk remains, we must seek out additional opportunities to strengthen ourselves. The Middle East and the Gulf are the right direction and serious opportunities to make Ukraine stronger.

Watch Shri Rajesh Dharmani, Minister of Technical Education, Vocational & Industrial Training, Himachal Pradesh, share his experience after attending the Conference on “Financing India’s Journey towards Viksit Bharat” in New Delhi: It was a great experience, and I commend the efforts of the Union Finance Minister. It was the first time that Viksit Bharat, which is the dream of every Indian, realised that she tried to make a formal Team India. Because without states, it cannot be realised. Viksit Bharat will be called Viksit Bharat only when there are Viksit states. There is a big step towards this, and it is really appreciable. But where there is talk of agriculture and technology, energy transition, there are some issues which are state-specific and need to be addressed. Because there is a lot of diversity in our country. Every state has its own way of working, its own limitations and strengths. I have requested the Union Finance Minister to have such deliberations at the state level so that we can formulate state-specific policies to realise the dream of Viksit Bharat. For example, how can we use our natural resources better? Like land, water, mining, this is very important so that we can better utilise our natural resources. We need to formulate separate policies for our states and hill states. We have also requested that only when irrigation facilities reach every farmer can we increase production. Only when production increases will we be able to move towards food processing. Our focus is very limited on value addition. The more we use technology, the better it will be. We need to give incentives to the private sector in research and development because the private sector is really doing well in terms of research. And we have to promote research in the private sector. Similarly, in rural development, in NABARD, we get funding for road and irrigation schemes under RIDF. But there is a need for minor adjustments. In rural roads, there is a greater land requirement. So we have also requested that it needs to be scaled down to be jeepable and tractorable. For irrigation facilities, the DPRs are approved based on flood irrigation requirements. But at present, we need to think according to the requirements of drip and sprinkler irrigation systems. There are many issues like this. If there is an upward movement in the economy, then energy consumption increases. And our energy needs can be fulfilled. But we also have to take care of the environment. So it is important to switch over to green energy, whether it is solar energy. But the problem is that during the daytime, when there is a surplus, we are deficient during peak hours. So how do we offset that? We have to do it with battery storage or pumped hydro. But we need a national-level policy for that. Because we need a large level of investment for that. And without the financial support of the Government of India, it is difficult for many states to do it. So there have been many deliberations on this. And I think a big step has been taken in this direction. But it should not be limited just to the discussion level. Something concrete should come out of these discussions. So that the states can move forward to become developed states. That will ensure the path towards making India a developed India.

And we have to promote research in the private sector. Similarly, in rural development, in NABARD, we get funding for road and irrigation schemes under RIDF. But there is a need for minor adjustments. In rural roads, there is a greater land requirement. So we have also requested that it needs to be scaled down to be jeepable and tractorable. For irrigation facilities, the DPRs are approved based on flood irrigation requirements. But at present, we need to think according to the requirements of drip and sprinkler irrigation systems. There are many issues like this. If there is an upward movement in the economy, then energy consumption increases. And our energy needs can be fulfilled. But we also have to take care of the environment. So it is important to switch over to green energy, whether it is solar energy. But the problem is that during the daytime, when there is a surplus, we are deficient during peak hours. So how do we offset that? We have to do it with battery storage or pumped hydro. But we need a national-level policy for that. Because we need a large level of investment for that. And without the financial support of the Government of India, it is difficult for many states to do it. So there have been many deliberations on this. And I think a big step has been taken in this direction. But it should not be limited just to the discussion level. Something concrete should come out of these discussions. So that the states can move forward to become developed states. That will ensure the path towards making India a developed India.
