#UPDATE: Ethiopia Reportedly Seeks Accelerated Troop Withdrawal from Somalia, Prompting AUSSOM Review Ethiopia has reportedly asked the African Union to accelerate the withdrawal of some of its troops deployed in Somalia, potentially forcing changes to AUSSOM’s planned troop reduction and redeployment schedule. The request has not been officially confirmed... by Ethiopia, the African Union or the Somali government. However, sources familiar with the matter described it as an unexpected development that prompted AU officials to reconsider the order and timing of troop withdrawals. Under the previous plan, the African Union Support and Stabilization Mission in Somalia, known as AUSSOM, was expected to prioritize reducing Uganda’s military contingent and completing the withdrawal of the remaining Burundian forces. Ethiopia’s reported request would require the AU to revise that timetable and determine which contingents should leave first. Ethiopian troops have maintained a significant presence in several parts of southern and central Somalia for many years. Last Saturday, Ethiopian forces formally transferred administrative control of a military base in #Buurhakaba district, Bay region, which they had occupied for more than a decade. Although the troops have not yet completely vacated the facility, reports indicate they are making extensive preparations to withdraw. Ethiopian forces are also expected to leave additional positions in southern Somalia, although no official timetable has been announced. The problem is this: the lady is a foreigner — Ethiopian. We know that over the years hundreds of thousands of Ethiopian migrants have entered Somalia — some transiting toward the Red Sea. And I was not even able to understand 50% of what she is saying.

The U.S. government has announced that it will no longer fund AUSSOM, and now the Somali government is moving quickly to deploy more troops to fight terrorist groups! Whether this government will succeed or not is a separate question. The point I want people to understand is that relying on foreign troops only delays the transfer of full security responsibility to Somali forces and reduces the urgency to build strong Somali security institutions. The Somali National Army is the only force that can ultimately defeat terrorism in Somalia. African troops or even U.S. airstrikes can't eliminate these groups. At best, they can contain them. That only prolongs the suffering of the Somali people while the United States continues spending billions of dollars on a conflict without a lasting solution. If the U.S. truly considers terrorist groups a threat to its national security or interests, its strategy should be to strengthen and support the Somali government so it can defeat those groups on its own. Cutting funding for AUSSOM and shutting down USAID were among the best decisions made by the current U.S. administration. They create the pressure needed for Somalia to take full responsibility for its own security and institutions.
