#UPDATE: Ethiopia Reportedly Seeks Accelerated Troop Withdrawal from Somalia, Prompting AUSSOM Review Ethiopia has reportedly asked the African Union to accelerate the withdrawal of some of its troops deployed in Somalia, potentially forcing changes to AUSSOM’s planned troop reduction and redeployment schedule. The request has not been officially confirmed... by Ethiopia, the African Union or the Somali government. However, sources familiar with the matter described it as an unexpected development that prompted AU officials to reconsider the order and timing of troop withdrawals. Under the previous plan, the African Union Support and Stabilization Mission in Somalia, known as AUSSOM, was expected to prioritize reducing Uganda’s military contingent and completing the withdrawal of the remaining Burundian forces. Ethiopia’s reported request would require the AU to revise that timetable and determine which contingents should leave first. Ethiopian troops have maintained a significant presence in several parts of southern and central Somalia for many years. Last Saturday, Ethiopian forces formally transferred administrative control of a military base in #Buurhakaba district, Bay region, which they had occupied for more than a decade. Although the troops have not yet completely vacated the facility, reports indicate they are making extensive preparations to withdraw. Ethiopian forces are also expected to leave additional positions in southern Somalia, although no official timetable has been announced. False-flag operative in Somaliland If one were to rely merely on the hysteria this young lady projects, one would assume Somaliland has already seceded from Somalia, as she ‘celebrates’ Netanyahu’s purported recognition of the northern Somali region. The problem is this: the lady is a foreigner — Ethiopian. We know that over the years hundreds of thousands of Ethiopian migrants have entered Somalia — some transiting toward the Red Sea. But as Ethiopia seeks to dismember Somalia, we are now seeing how Ethiopian Oromo actors who can pass as Somali operate inside Somalia. And I was not even able to understand 50% of what she is saying.

The U.S. government has announced that it will no longer fund AUSSOM, and now the Somali government is moving quickly to deploy more troops to fight terrorist groups! Whether this government will succeed or not is a separate question. The point I want people to understand is that relying on foreign troops only delays the transfer of full security responsibility to Somali forces and reduces the urgency to build strong Somali security institutions. The Somali National Army is the only force that can ultimately defeat terrorism in Somalia. African troops or even U.S. airstrikes can't eliminate these groups. At best, they can contain them. That only prolongs the suffering of the Somali people while the United States continues spending billions of dollars on a conflict without a lasting solution. If the U.S. truly considers terrorist groups a threat to its national security or interests, its strategy should be to strengthen and support the Somali government so it can defeat those groups on its own. Cutting funding for AUSSOM and shutting down USAID were among the best decisions made by the current U.S. administration. They create the pressure needed for Somalia to take full responsibility for its own security and institutions.

Speaking at a weekly press briefing in #Ankara, Aktürk said Turkish support is focused on strengthening security and stability in Somalia. He noted that Turkey is providing assistance to protect drilling activities and the “Spaceport and Test Firing Range” under construction, as well as supporting counter-terrorism operations carried out by the Somali National Army. Aktürk said the Turkish Armed Forces will maintain a strong deterrent presence through ongoing support and deployments in Somalia. Naval elements operating in the Gulf of Aden, off the Somali coast and in the Arabian Sea have conducted port visits to #Mogadishu. A delegation from Turkey’s Naval Forces Command also recently visited Somalia to review ongoing activities and military cooperation between the two countries.

This is verbatim; I have not added any opinion. 'The process through which the Ethiopian state was formed is rather unique on the African continent. In most parts of the world, states are formed through conflict, violence, and bloodshed. That does not make Ethiopia unique. What makes Ethiopia unique—particularly in the African context—is that the violence was carried out by indigenous, native forces. The main protagonists in this process were Ethiopians themselves. By contrast, in the history of most African countries, state formation was the outcome of colonial conquest, with significant involvement of European actors. So, we have a state formation process driven by local political forces, but we did not have the opportunity to strengthen or cement that process through a social contract, nor did we have the chance to heal the wounds and contradictions that emerged during state formation. As a result, the legitimacy of the state was questioned and contested by some. This contestation has persisted throughout the formation of the state and has been exacerbated by subsequent events. Some have challenged the very legitimacy of the Ethiopian state; others have contested its nature, its vision, its identity, and its narratives. Some have found it difficult to accept its institutions and their configurations. Thus, there have always been fundamental contradictions stemming from Ethiopia’s state formation process, and we have not adequately addressed them in a way that would create consensus among key actors. Another layer we need to consider is that we have a very violent and autocratic political culture. Whenever there are contests for power, political differences, or disagreements over policy or institutional arrangements, the method of resolving them has more often than not been conflict. Imposing one’s will and vision on others through violence and force has been how we have conducted politics for generations. And once in power, using autocratic means to consolidate authority has been common practice. This autocratic and forceful approach, combined with the flawed state formation process, has produced many wounds, grievances, and violations. We have not been able to address these in a way that is satisfactory to most Ethiopians. On top of this, attempts to resolve these problems have often been divisive, emphasizing differences at the expense of what unites us. As a result, our politics has become polarized and ethnic-based.
