Should add public urination and indecent exposure to the charges

My understanding is that 1A protects you from the government stopping you saying stuff. Doesn’t protect when saying bad things to private citizens. I’m a Brit, so I may not have it right.

They NEED to add a sex crime charge. They’re in a jurisdiction where public urination is prosecutable as a sex crime. This is the specific use case those laws are ostensibly designed to address, not random drunk or homeless people without access to restrooms.
