KOKO, RISA VOTED 'NO' TO 2025 BUDGET BICAM REPORT Then-Senate Minority Leader Koko Pimentel and then-Senate Deputy Minority Leader Risa Hontiveros voted against the ratification of the Bicameral Conference Committee Report on the 2025 General Appropriations Bill (House Bill 10800) on December 16, 2024. In explaining her vote, Hontiveros warned that the bicam version of the budget "crippled essential services while expanding unprogrammed funds." 🚨In Mark Carney’s speech in Davos, we heard him promote respect for international rules of law and global norms while doing the opposite here in Canada. Right now, through the Budget Implementation Act, Mark Carney has proposed giving Cabinet Ministers the authority to exempt any individual, business, or organization from almost any federal law or regulation, with the sole exception of the Criminal Code and with very few meaningful limits. That alone should shock Canadians, but it gets worse. Under this proposal, a minister would be allowed to keep secret any information about those exemptions that the minister personally decides would be “inappropriate” to make public. So let’s be clear about what this means. We are told to respect the rule of law internationally while, at home, the Liberal government seeks the power to secretly decide who must follow the law, and who does not. That is an extraordinary level of double talk. And as a former banker, I find it equally troubling that Mark Carney is deliberately playing with the definition of “capital investment,” breaking from long-standing international financial standards, in order to deceive Canadians about the true size of the operating deficit. You cannot preach respect for international rules and standards abroad while undermining them at home. So the questions are simple: Will he respect the rule of law in Canada and retract the proposal that allows Cabinet ministers to secretly exempt entities from almost any federal law? Will he respect international financial standards in our own public accounts and stop hiding the true deficit from Canadians? #cdnpoli

The bill would alter TABOR’s limits and could permanently end TABOR refunds. I am glad that the National Assembly has approved the Public Procurement and Asset Disposal (Amendment) Bill, which I sponsored. Going forward, contracts below Ksh 1Billion will ONLY be awarded to local contractors. For contracts over ksh 1Billion, international firms will have to enter into joint ventures with local firms for them to be awarded contracts. This will ensure that our local firms benefit through capacity building and technology transfer from the international firms. Historically, Kenyan firms have been sidelined, and therefore, the Bill will ensure that local entrepreneurs are given a chance to compete effectively. Issues of delayed payment will be a thing of the past as the Bill seeks to provide efficient contractor payment, enabling a more vibrant entrepreneurship ecosystem and cashflow for sustaining economic activities. Overall, the Bill seeks to address the inefficiencies in the public procurement systems while promoting transparency and accountability. Most importantly, the Bill will empower local contractors and ensure their competitiveness by curbing monopolies and unfair competition. This will enhance inclusive growth for our local contractors. I don’t have 20 years to spare on this bill and its implementation! Just like The Petroleum Industry Bill (PIB) that finally passed by the National Assembly in July 2021 and assented into law as the Petroleum Industry Act, 2021 (PIA) by the President Buhari on 16th August 2021. It took 20 years to pass this bill. Absolute nonsense!

We are pressing and encouraging so that international organizations and international support come to the part of Kherson region where the occupiers are now.
