Smith pointed to democratic rights, the Constitution, the Clarity Act, and Quebec. That is the part Ottawa hates. Equal treatment should not require an appeal. CBC's Lyndsay Duncombe did a piece on equalization for the National, interviewing Trevor Tombe and Tegan Hill of the Fraser Institute, but pretended the math and formula is complicated and hard to understand. It isn't that difficult. Quebec keeps domestic hydro rates artificially low through Hydro-Québec, which slashes its measured fiscal capacity and inflates its equalization payments by billions Meanwhile, Duncombe omits that Quebec deliberately suppresses other resource development (oil/gas exploration limits, etc.), further reducing its own-source revenues—yet provinces like Alberta get full clawbacks for actually developing theirs. Quebec polls show that they are open to both resource development and pipelines Conveniently omitting that crucial detail from the national broadcast is once again giving Alberta separatists ammunition.
