How about if a professional woman has a child, the government will pay here the average of her past 5 years of reported income, and pay that same amount for 5 years so she can stay at home, until child goes to school. And If she continues to work, pay her 50% of that value.

This was tried, when WASPs, who used to have like 10 kids a pair for literal centuries, starting having 3-4 kids at the turn of the 20th century. Poor people should seriously consider having less kids, having less offspring means you can utilize the limited resources you have more effectively. As someone who grew up in the slums, it was filled with broken homes and souls heades by single mother households.

That, and mandatory removal of custody from parents who cannot provide for their children. When children are raised by bad parents and in bad homes, society has a moral obligation to intervene. Failing to do so is a form of child neglect.

It's possible to focus incentives for higher human capital... have increasing tax breaks based on number of kids as income increases for middle/high. Even moreso for married, joint tax filers.
