Every day, we make every effort to bolster Ukraine's air defense. I am grateful to Germany for its leadership and for the new Patriot system, which, in the hands of Ukrainians, will demonstrate that Russian terror can be defeated. I am grateful to every country that is genuinely looking for ways to help our country and is actually helping. We will continue to work with partners on this issue.

Every night and every day, they intercept Russian Shahed drones and missiles. This morning, they successfully shot down a Russian ballistic missile. Every success like this saves lives. Ukraine is deeply grateful to all our partners who provide interceptor missiles and air defense systems. We are currently working to secure additional supplies—missiles, defense systems, and everything necessary to strengthen our mobile fire groups. Our strategic goal is to reach a practical level of cooperation with our partners that allows us to produce the air defense systems and interceptor missiles we need here in Ukraine. This week alone, the Russians have launched more than 1,700 attack drones, over 1,380 guided aerial bombs, and 69 missiles of various types. Every massive attack by Russia can become devastating. That is why missiles for air defense systems are needed every day, and we continue working with the United States and Europe to ensure stronger protection of our skies. Today in Vilnius, we are coordinating with our partners in the region – Lithuania and Poland. We are working with every leader to strengthen Ukraine. We are working on the results of our recent negotiations – meetings in Europe and discussions with our partners. I had a conversation with President Biden, and we are preparing for meetings in Ukraine with the American team, including political and military representatives. We are developing our Victory Plan in discussions with our partners. Additionally, preparations for the second Peace Summit – good faith diplomacy – are underway. Our goal is to end the war in a way that guarantees safety and peace for all Ukrainians and for Ukraine as a whole. I am grateful to every leader and every country that has understood our security arguments and is ready to help steer the current situation toward peace.

Over this past week, Russia used around 2,200 attack drones against Ukraine, more than 1,730 guided aerial bombs, and 106 missiles of various types, nearly half of them ballistic. Sumy, Zaporizhzhia, Kherson, Kharkiv, and Dnipro, as well as our border and frontline communities, are under fire almost every day. There was a massive strike on Kyiv that claimed the lives of 31 people and injured another 102, including four children. My condolences to their families and loved ones. Every day, we must protect lives from these attacks. We already have the capabilities to effectively shoot down more than 90% of drones, but, unfortunately, not all ballistic missiles are intercepted. And it is ballistic missiles that Moscow is now leaning on to continue its war. And every day, we are working to strengthen air defense for Ukraine: through PURL and through our bilateral contacts with countries that have not joined PURL but do have the missiles we so urgently need. We are also strengthening our air defense through joint work with Europeans on anti-ballistic capabilities. We need answers from our partners to our requests for air defense. Every package of interceptor missiles provides real protection for lives. I thank all leaders who are finding ways to help in this particular area.

We are grateful to Germany for the Patriot systems, to the United States for the opportunity to purchase weapons and air defense systems through the PURL initiative, to the United Kingdom and France for the missiles, to Canada and the Netherlands for their contributions to the PURL initiative, and to all other countries for their assistance. This support truly saves lives of our people, and it is very important that new countries join the initiative. We discussed opportunities to strengthen the protection of our energy system ahead of winter: the purchase of air defense systems and missiles for them, as well as the reinforcement of our tactical aviation. We also discussed the importance of maintaining sanctions against Russia and other key pressure points to compel it to end the war.

Every day, we are working to ensure greater protection against Russian terror. Yesterday, we received a new IRIS-T launcher. We thank Germany for its constant contribution to protecting people; thousands upon thousands of lives have been saved thanks to such strong support. But we also need missiles for air defense systems so that we have sufficient capabilities to repel Russian attacks. This week, there were significant arrangements with Sweden – a new support package, including for strengthening our aviation with Gripen fighter jets. As for the PURL initiative, there are new contributions this year, and support for this initiative must continue. We are counting on both the United States and European partners. It is anti-ballistic defense that is one of the key priorities for Ukraine. Strong air defense can provide greater protection for our people and deprive Russia of its last remaining advantage. I thank all partners who are helping, who are ready to respond effectively to Moscow’s attempts to expand and escalate its war. The other issue is the availability of weapons and ammunition for our frontline warriors to carry out current and future missions in the coming months. We are well aware of what Russia is preparing for. They are war-sick and will not stop themselves. And we make every effort to have sufficient capabilities to counter them.

We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

Naturally, all details should not be made public. But these are the systems capable of intercepting everything. We will protect regions. In more than eleven years of Russia’s war against Ukraine, they have brought only one new thing to our land, the most widespread Russian “legacy”, ruins and death. We must continue resisting this. I thank everyone around the world who is helping. The Russians are preparing to continue the war and are ignoring all peace proposals. They must be held accountable. We are working to strengthen Ukraine’s air defence. We urgently need positive signals from the United States regarding air defence systems — we are still waiting for a response to our request to purchase systems that can help.
