Over this past week, Russia used around 2,200 attack drones against Ukraine, more than 1,730 guided aerial bombs, and 106 missiles of various types, nearly half of them ballistic. Sumy, Zaporizhzhia, Kherson, Kharkiv, and Dnipro, as well as our border and frontline communities, are under fire almost every day. There was a massive strike on Kyiv that claimed the lives of 31 people and injured another 102, including four children. My condolences to their families and loved ones. Every day, we must protect lives from these attacks. We already have the capabilities to effectively shoot down more than 90% of drones, but, unfortunately, not all ballistic missiles are intercepted. And it is ballistic missiles that Moscow is now leaning on to continue its war. And every day, we are working to strengthen air defense for Ukraine: through PURL and through our bilateral contacts with countries that have not joined PURL but do have the missiles we so urgently need. We are also strengthening our air defense through joint work with Europeans on anti-ballistic capabilities. We need answers from our partners to our requests for air defense. Every day, we are working to ensure greater protection against Russian terror. Yesterday, we received a new IRIS-T launcher. We thank Germany for its constant contribution to protecting people; thousands upon thousands of lives have been saved thanks to such strong support. But we also need missiles for air defense systems so that we have sufficient capabilities to repel Russian attacks. This week, there were significant arrangements with Sweden – a new support package, including for strengthening our aviation with Gripen fighter jets. As for the PURL initiative, there are new contributions this year, and support for this initiative must continue. We are counting on both the United States and European partners. On the diplomatic front, we are working hard not only to counter Russian influence, but also to persuade partners to increase their supply of air defense systems and missiles. I am grateful to all of our partners who help us fight for air defense, for relevant deliveries. This is of extreme importance. On the diplomatic front, we are working hard not only to counter Russian influence, but also to persuade partners to increase their supply of air defense systems and missiles. The other issue is the availability of weapons and ammunition for our frontline warriors to carry out current and future missions in the coming months. We are well aware of what Russia is preparing for. They are war-sick and will not stop themselves. And we make every effort to have sufficient capabilities to counter them.

Today, the Air Force is much more than just one branch of the military. It is a component of our defense that, in many ways, truly shapes the course of this war. Ukrainians did not surrender – and will not surrender – their skies to Russia. That is one of our nation's greatest achievements throughout this full-scale war. We did not allow our Air Force to be destroyed, and have built it up to the point where Russia regularly loses its aircraft. And now, when the only thing – the last thing – Putin has left to bet on is his massive attacks against Ukraine, the Air Force, our combat aviation, is destroying Russian cruise missiles and trying to destroy ballistic missiles as well. And when our Patriot batteries aren't empty, it succeeds. It is important that, thanks to our cooperation with Europe, our IRIS-T, Hawk, and NASAMS systems are operating. Every day, we fight to secure missile supplies for them. And I am grateful that our partners around the world are helping us with that. Of course, ballistic missiles remain a challenge. But we have provided Ukraine with protection against a significant share of cruise missiles, and we are shooting down a great many. Our interception rate against attack drones is also above 90%, and that is a truly significant achievement for Ukraine – for all of us, for every one of you. I thank all of you – all those gathered here today, every man and woman defending Ukraine's skies – who, despite fighting what is, in reality, an unequal battle and lacking sufficient means to bring down enemy targets, accomplish the incredible, go beyond the maximum. You have shown the world your skill and proven that Ukrainians are capable of overcoming anything. All we need are the weapons and the means to do it. We are proud of you. We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

I want to thank our partners for fulfilling their commitments regarding air defense. We set a goal to double the strength of our air shield, and today marks the beginning of this. I am grateful to Germany for the Patriot system, which is already in Ukraine—this is excellent news. Additionally, I thank the United States for taking another step in strengthening our air defense and our Patriots. We continue to work, and new decisions will surely follow. Ukrainians have already proven that there are no Russian missiles we cannot shoot down. We are doing everything possible to ensure Russian terror is defeated.

In more than eleven years of Russia’s war against Ukraine, they have brought only one new thing to our land, the most widespread Russian “legacy”, ruins and death. We must continue resisting this. I thank everyone around the world who is helping. The Russians are preparing to continue the war and are ignoring all peace proposals. They must be held accountable. We are working to strengthen Ukraine’s air defence. We urgently need positive signals from the United States regarding air defence systems — we are still waiting for a response to our request to purchase systems that can help. I thank the European countries for supplies. We must also achieve results in joint production of air defence systems and missiles, this is absolutely essential for our whole Europe. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. I am grateful to all partners who understand this and are helping us strengthen our air shield.
