The Slavyansk oil refinery in the Krasnodar region was hit – about 300 kilometers from the frontline. We also reached a refinery in the Yaroslavl region, approximately 700 kilometers from our border. We continue our operations that weaken Russia’s ability to wage this war. Each of our long-range sanctions means fewer resources serving Russia’s war machine, and another step toward peace. We continue applying our long-range sanctions against Russian facilities that serve the war effort and finance the aggression. Last night, in Russia's Saratov, more than 600 kilometers from the front line, two strategic facilities were hit: the Saratov Oil Refinery and the Engels military air base. In the Kaluga region, the tank farm of the Lyudinovskaya oil depot was hit. In the Bryansk region, our warriors also carried out a precise strike on a site used to store, prepare, and launch attack drones. I’m grateful to our warriors for their precision – today, Ukraine’s long-range sanctions have once again reached Perm, which is more than 1,500 kilometers from our border. Recently, there have also been important results in Chelyabinsk – up to 1,800 kilometers away, as well as in Yekaterinburg – nearly 2,000 kilometers away. The effects of Ukraine’s long-range capabilities have also been felt in Novorossiysk, Krymsk, Tuapse, and in the Samara and Nizhny Novgorod regions. We have repeatedly offered the Russian leadership the option of moving toward peace. In response, we have received only new Russian strikes. That is exactly why Ukraine’s long-range sanctions are extending to distant locations in Russia linked to its military-industrial complex, war infrastructure, and the financing of its aggression. Every day, Russia can make a choice and end its war. And not for a few hours in order to receive our permission to hold a parade in Moscow, but in a way that protects human lives. I met in Vilnius with President of Lithuania Gitanas Nausėda. I informed him about the second round of negotiations that took place today in Istanbul. As long as there are no meaningful signals from Russia about ending the war, it is crucial to strengthen our defense and especially to invest in Ukrainian production. This is the foundation for peace talks. Thank you, Gitanas, and the Lithuanian people, for sharing this view. We also discussed sanctions pressure, our European integration, and reconstruction. Today, I had a substantive meeting with UK Prime Minister Keir Starmer. Our main objective right now is to stop Russian terror and force Russia into peace. We discussed the development of defense cooperation. Collaboration in this area will allow Ukraine to receive stable funding for important projects, particularly the production of interceptor drones and long-range drones. There is a good outcome from today’s meeting – an additional decision on joint production. I believe it will strengthen both of our countries. Special attention was paid to bolstering our air defense. We also have agreements on this. Thank you! An important issue is the introduction of new sanctions against Russia. Pressure must be applied to the energy and banking sectors, the shadow fleet, the companies that supply dual-use components used in the production of drones and missiles, as well as all those involved in the production of the “Oreshnik” missile system. Anything that helps Putin scale up weapons production must be blocked. I thank Keir Starmer and the United Kingdom for leadership and for all forms of support that help Ukraine protect lives and shield our people from Russian terror.

Selling Russian oil means financing the killing of Ukrainians. Under the laws and customs of war, tankers transporting Russian oil are a legitimate military target. 🔹️21 July 2023: “The Ministry of Defence of Ukraine warns that starting from 00:00 on 21 July 2023, all vessels sailing in the Black Sea towards ports of the Russian Federation or Ukrainian seaports temporarily occupied by Russia may be considered by Ukraine as carrying military cargo, with all corresponding risks”. This was Ukraine’s response to a similar statement issued by the Russian Federation. Since then, Russia has attacked Ukrainian ports dozens of times, damaging many ships and killing and injuring crew members and dockworkers. 🔹️28 November 2025: Ukrainian naval drones struck two sanctioned tankers of Russia’s shadow fleet, KAIRO and VIRAT, in the Black Sea as they were heading for loading at the port of Novorossiysk. The operation was carried out jointly by the 13th Main Directorate of the SBU’s military counterintelligence and the Ukrainian Navy. Ukraine did not start this war.
