Americans recently granted licenses to Germans. We signed contract with Germans to produce 600 missiles for Ukraine. What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. For this, we need licenses from United States. I know entire leadership of these European and American companies that are currently responsible for Patriot system production. A few days ago, President Zelenskyy said Ukraine has run out of missiles for some foreign air-defense systems. Given that Russian missiles keep destroying Ukraine’s energy and civilian infrastructure – earlier in Kyiv, Dnipro, and Kharkiv, and in recent days in Odesa and the surrounding region – I asked him to elaborate on the state of our air defense. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. Norway and Germany have agreed on a joint project to supply air defense systems to Ukraine. As soon as there is confirmation from the United States that they will let Germany replace the Patriot system, then it can be sent to Ukraine, with Norway participating in the funding of the Patriot System. Ukraine is so thankful to all Allies who help us protect our skies from Russia. We are ready to make a very significant contribution, because it's the nearest operative solution that we can contribute, and we can do that with a partner who we know and who we trust, and that's why we have made that reservation in our budget to be able to do it very swiftly. Chancellor Merz: The Defense Ministers are currently negotiating a general commitment from the US government to hand over the Patriot systems to us, to Germany, and to the European Union, and that we will then deliver the existing Patriot systems to Ukraine. So, we will deliver and we will get a replacement. But this replacement has not yet been achieved.

For the first time in history, Ukraine has begun building a joint plant with Denmark, on Danish territory, and it will produce components for our missiles and drones, weapons that are already proving highly effective. During this war, Ukraine has already reached the level where nearly 60 percent of the weapons in the hands of our warriors are Ukrainian-made – and they are strong weapons, many of them cutting-edge. Of course, there are goals we must still achieve, in particular the production in Ukraine and together with Ukraine different types of air defense systems. We must get there. Ukraine has already proven that in weapons production we are among the best in the world.
