ZELENSKYY: For the first time, Americans reacted positively to giving us licenses to produce Patriot missiles. American production is 700 Patriot missiles a year. Americans recently granted licenses to Germans. We signed contract with Germans to produce 600 missiles for Ukraine. What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. For this, we need licenses from United States. I know entire leadership of these European and American companies that are currently responsible for Patriot system production. We have reached the point where the only approval we still need is from Trump personally, everyone else agrees.

There are others as well. But today’s wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles.That is a fact. And we must respond to that fact. Those who defend life need more Patriots. We have also discussed Patriot production licenses with our American partners. I want to thank all the partners who are helping us receive Patriot interceptors through PURL. By doing so, you are saving lives in Ukraine. But the current volume and pace of deliveries are not enough. We need more Patriot interceptors, and we need them delivered faster. That's why the key thing we need to do together is ensure continued support for our air defense so that Ukraine can defend itself against both cruise missiles and ballistic missiles. There are enough missiles in the world to provide that protection. What is needed is a political will to make sure Ukraine receives them. A few days ago, President Zelenskyy said Ukraine has run out of missiles for some foreign air-defense systems. Given that Russian missiles keep destroying Ukraine’s energy and civilian infrastructure – earlier in Kyiv, Dnipro, and Kharkiv, and in recent days in Odesa and the surrounding region – I asked him to elaborate on the state of our air defense. He said Ukraine has asked partners for production licenses so we can manufacture missiles for these systems domestically, but no such approvals have been granted so far. According to the President, some countries are deliberately holding back these missiles and not transferring them to Ukraine, citing their own risks and needs – including the threat posed by Russian drones. “It’s particularly difficult with Patriot PAC-3. You know U.S. partners currently produce only 55–60 of these missiles per year, but I know they are working to increase output. I won’t go into details, but they are even working with European partners.I raised this issue under the previous administration and the current one. All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. I met with Michael McCaul Michael McCaul, Chairman Emeritus of the U.S. House Committee on Foreign Affairs. I'm grateful for the bipartisan support and for attention to Ukraine. Michael congratulated Ukraine on a successful NATO Summit in Ankara. I briefed him on the outcomes of my meeting with the President of the United States. The Summit was indeed a success for us. Licenses to produce future Patriot systems in Ukraine – this is very important to us. We expect that our teams will be able to deliver on this swiftly. We also discussed the situation on the battlefield, Russia's attacks against Ukraine, and our long-range responses. The fuel situation in Russia is the result of Ukrainian technology at work. And we are ready to develop this capability – especially in drones – together with our partners who have stood with us from the very beginning. They're manufacturing modern advanced warfare systems. We'd be losers and it'd be foolish not to be full participants. We need to cooperate with Ukraine and co-produce these advanced weapon systems in Ukraine and near eastern flank of NATO. We have an amazing opportunity to work with Ukrainians to advance our weapon systems in a faster, more innovative way. It's a wonderful idea that has broad-based bipartisan support.
