PURL is the program that allows us to buy Patriot missiles in the U.S. and other weapons that protect Ukrainians from Russian attacks, of course. Most of the air defense missiles that can stop Russian ballistic missiles come to us thanks to PURL. And PURL exists because of Europe – it’s true – Europe is paying for our ability to stop ballistic attacks. Thanks to everyone who helps us. Thank you! I want to thank all the partners who are helping us receive Patriot interceptors through PURL. By doing so, you are saving lives in Ukraine. But the current volume and pace of deliveries are not enough. We need more Patriot interceptors, and we need them delivered faster. That's why the key thing we need to do together is ensure continued support for our air defense so that Ukraine can defend itself against both cruise missiles and ballistic missiles. There are enough missiles in the world to provide that protection. What is needed is a political will to make sure Ukraine receives them. I recently sent a special letter to the President of the United States and to members of Congress on this issue, and I ask for your support in helping ensure a positive response. From an address to the participants of the NATO–Ukraine Council meeting in Kyiv (4/5).

Our kids live their childhoods under Russian attacks in shelters. We weren't able to protect all of Ukraine but we had the opportunity to use Patriot air defense systems in large cities to shoot down Russian missiles. These systems literally saved countless lives of Ukrainian civilians. And we are immensely grateful for that. If we don't get missiles for Patriot systems, it will be much, much harder to protect our people, our kids. Russia doesn't stop its attacks.

In Europe, we must have full capacity to produce all types of air defense systems and missiles for them. This includes protection against drones, cruise missiles, and ballistic threats. We cannot rely on other partners’ industries. We must be confident in our own industry here in Europe. Please, let’s keep moving this work forward and speed it up. And while we are building this capacity, please remember that we need protection from Russian missiles every single day. 🆘 Ukraine desperately needs Patriot missiles to save the lives of its citizens! “We're the ones doing the fighting. The casualties are exclusively Ukrainian. All we need from our partners is for them to do what we agreed on.” — President Zelenskyy The Ministry of Defense of Ukraine has published a statement: “Ukraine is working toward a just peace. Meanwhile, having failed to achieve its objectives on the battlefield, Russia is intensifying its attacks on Ukrainian cities. Last night, the enemy launched one of its largest attacks on Ukraine: nearly 500 attack drones and 77 missiles, including 25 ballistic or hypersonic missiles. Thanks to the professionalism of our defenders and the support of our partners, more than 90% of the cruise missiles and 90% of the Shahed attack drones were intercepted. We thank our air defense forces, who protect Ukraine's skies every day and every night. At the same time, intercepting ballistic missiles remains the key challenge due to a shortage of missiles for Patriot air defense systems. To address this, in April the Ministry of Defense of Ukraine signed, for the first time, a record contract for hundreds of PAC-2 missiles for Patriot systems, with support from Germany. Over this past week, Russia used around 2,200 attack drones against Ukraine, more than 1,730 guided aerial bombs, and 106 missiles of various types, nearly half of them ballistic. Sumy, Zaporizhzhia, Kherson, Kharkiv, and Dnipro, as well as our border and frontline communities, are under fire almost every day. There was a massive strike on Kyiv that claimed the lives of 31 people and injured another 102, including four children. My condolences to their families and loved ones. Every day, we must protect lives from these attacks. We already have the capabilities to effectively shoot down more than 90% of drones, but, unfortunately, not all ballistic missiles are intercepted. And it is ballistic missiles that Moscow is now leaning on to continue its war. And every day, we are working to strengthen air defense for Ukraine: through PURL and through our bilateral contacts with countries that have not joined PURL but do have the missiles we so urgently need. We are also strengthening our air defense through joint work with Europeans on anti-ballistic capabilities. We need answers from our partners to our requests for air defense. I had a meeting with representatives of the United States, the United Kingdom, Germany, France, Italy, Poland, Canada, and the Netherlands to NATO and praised their countries’ contributions to our defense. We are grateful to Germany for the Patriot systems, to the United States for the opportunity to purchase weapons and air defense systems through the PURL initiative, to the United Kingdom and France for the missiles, to Canada and the Netherlands for their contributions to the PURL initiative, and to all other countries for their assistance. This support truly saves lives of our people, and it is very important that new countries join the initiative. We discussed opportunities to strengthen the protection of our energy system ahead of winter: the purchase of air defense systems and missiles for them, as well as the reinforcement of our tactical aviation. We also discussed the importance of maintaining sanctions against Russia and other key pressure points to compel it to end the war.

Everyone sees how Russia tries to freeze Ukrainians – our people – to death at –20°C. But Russia couldn’t build any ballistic or cruise missiles without critical components from other countries. I thank every country and every company that helps Ukraine repair its energy system. This is crucial. Thank you to all who support the PURL program, helping us buy Patriot missiles. But wouldn’t it be cheaper and easier to just cut Russia off from the components it needs for missile production? Or even destroy the factories making them?

ZELENSKYY: For the first time, Americans reacted positively to giving us licenses to produce Patriot missiles. American production is 700 Patriot missiles a year. Americans recently granted licenses to Germans. We signed contract with Germans to produce 600 missiles for Ukraine. What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. For this, we need licenses from United States. I know entire leadership of these European and American companies that are currently responsible for Patriot system production. We have reached the point where the only approval we still need is from Trump personally, everyone else agrees.

I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system. It is an excellent system. There are others as well. But today’s wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles.That is a fact. And we must respond to that fact. Those who defend life need more Patriots. We have also discussed Patriot production licenses with our American partners. Today's Russian strikes on Kharkiv are yet another example of Russian madness—there is no other way to describe it. Only insane people like Putin are capable of killing and terrorizing people in such heinous ways. When we tell world leaders that Ukraine requires adequate air defense protection, that true decisiveness is required to ensure the effective protection of our people's lives and that Russian terrorists cannot even approach our borders, we are literally talking about how not to allow such terrorist strikes. I thank all leaders who truly hear us and understand that every decision in support of Ukraine is about protecting and saving lives. Of course, if we had more adequate and modern air defense systems and aviation, the Russian air fleet would be defeated in the same way that their Black Sea Fleet was. And Russian terror would simply be impossible. Shooting down Russian combat aircraft, missiles, and drones is genuine peacekeeping.

Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. My condolences to their families and loved ones. Dozens of people were injured. And almost every attack against our people now involves combined strikes using ballistic missiles. Since the beginning of this year alone, Russia has launched approximately 770 ballistic missiles and more than 50 Kinzhal missiles against Ukraine. Zelensky at NATO Summit in Ankara: The one thing we still need to do here in Europe is build a strong defense against Russia's ballistic missiles. This is a big challenge. It's true — this is Russia's last major advantage. I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system — it is an excellent system, and there are others as well. But today's wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles. That is a fact, and we must respond to that fact. We have also discussed Patriot production licenses with our American partners, and I ask you to support our efforts to make this happen.

All these strikes were directed simply at ordinary civilian infrastructure – residential buildings and energy facilities. Every day, we are working to ensure greater protection against Russian terror. Yesterday, we received a new IRIS-T launcher. We thank Germany for its constant contribution to protecting people; thousands upon thousands of lives have been saved thanks to such strong support. But we also need missiles for air defense systems so that we have sufficient capabilities to repel Russian attacks. This week, there were significant arrangements with Sweden – a new support package, including for strengthening our aviation with Gripen fighter jets. As for the PURL initiative, there are new contributions this year, and support for this initiative must continue. We are counting on both the United States and European partners. It is anti-ballistic defense that is one of the key priorities for Ukraine. Strong air defense can provide greater protection for our people and deprive Russia of its last remaining advantage.
