Christine Lagarde, head of the European Central Bank, openly praised China’s system as the prototype: “It is piloted on a fairly large scale in China, where it is of use and of service to all citizens…” She continues: “…If it is well done, and if it is well implemented, it would be of service to all (European) citizens…” Translation: China was the beta test. Europe is next. What began with the digital yuan, mass surveillance, and social credit scoring is now moving west, cloaked in the language of “utility” and “public service.”

"A great moment for Europe and for us" - says European Central Bank (ECB) executive Piero Cipollone - about signing agreements with three European standard‑setting organisations – ECPC, nexo standards and the Berlin Group – to advance digital euro regulation and payments. The Digital Euro CBDC will have a LEGAL TENDER status, just like the Euro, mandating its acceptance (and hence adoption) around the EU: "The benefits of the digital euro standard will materialise ahead of digital euro issuance. Once EU co-legislators adopt the digital euro Regulation, providing certainty that the standards will apply across the euro area given the digital euro’s *legal tender status*, European payment solutions providers would be able to scale up beyond national borders."
