Joe (Zoe) is a CIA Senior Case Officer. Military Rank only matters in… the Conventional Military. If a mission is run by The Agency, all military assets fall under their control for that mission. The rank of the military officer is irrelevant. There is no world where the The Agency will bend to the will of any military command.
