This is a common tactic when they tried to drag people out of the vehicles they put someone in front of it to prevent people from moving forward. I blew it up so it's easier to see with commentary and a mouse pointer to show it. He then pulled his gun out of the holster took a shooting stance and shot through the windshield then when she moved he moved to the side shot her twice as you said through the window.
