Today, the UN has sent a mission to Artsakh (Nagorno-Karabagh) for the first time in nearly 30 years. On Friday, the U.N. spokesperson Stephane Dujarric told reporters that a team of about a dozen people led by the UN’s humanitarian affairs department would assess the needs of people who had remained in the territory and those who were on the move. The focus would be on humanitarian and also, as part of that on issues of protection, he added. This situation vividly illustrates the ineffectiveness and operational incapacity of the United Nations as an institution. The UN and the international community disregarded the dire situation in Artsakh, which endured a nearly 10-month-long blockade and famine. They failed to take any preventive measures to curb Azerbaijan's aggressive policy, ultimately leading to the offensive agianst Artsakh by Azerbaijan and the forced displacement of all Artsakh Armenians. Therefore, sending a mission to Artsakh when it has been entirely emptied and there is no local population, not only has no value, but also serves as a pure manifestation of hypocrisy and falsehood of so-called humanitarian values.

The previous visit of the UN Mission took place on October 1, a day after Azerbaijan's President Aliyev donated one million USD to the United Nations Human Settlements Program. This mission and the subsequent report it generated raised significant concerns among experts due to its subjectivity and inaccuracies. Most notably, the mission only visited Akna and Stepanakert, neglecting to inspect the villages. Their report claimed no damage to civilian public infrastructure, including hospitals, schools, and housing, as well as cultural and religious structures, despite the photographic proof of civilians being targeted. During a Q&A session today, National Assembly Speaker Alen Simonyan was questioned by Artsakh journalist Anna Mekunts about the future of Artsakh Armenians and his choice of terminology when referring to the region. Mekunts asked Simonyan when she and others could return to their homeland, Artsakh. “When it is safe,” Simonyan responded. I’m here in #Armenia, on the border with #Azerbaijan — with the Lachin Corridor behind me. This was the site or the ethnic cleansing of 120,000 Armenian Christians. This corridor once connected Armenia proper to Nagorno-Karabakh, or #Artsakh — a part of ancient Armenia, the first nation to adopt Christianity in 301 AD. For nine months, Azerbaijan blockaded this road, cutting off all food and supplies causing a severe humanitarian disaster. Then in September 2023, backed by #Turkey, Azerbaijan launched a military assault — forcing 120,000 Armenian Christian to flee their ancestral homeland. This was ethnic cleansing. Yesterday, I sat with a young to woman whose sister was horrifically tortured and killed — with the video shared online by Azeri soldiers. I heard a similar story about a young man. Despite a verbal peace agreement, Azerbaijan keeps adding new conditions. And every night, they fire across the border at Armenian homes — even near international observers. The U.S. and international community must act — to stand with Armenia and make clear that it should not be forced to give up one more inch of land. We also need to help residents of Artsakh rebuild their lives and demand Azerbaijan release all the Artsakh prisoners. And we must ensure that Armenian Christians are never again subjected to persecution or victims of genocide or ethnic cleansing.
