Video shows the officer smashing the passenger-side window before a supervisor arrived, then arresting Hoskins for resisting arrest (no prosecution followed). Hoskins filed a federal lawsuit alleging Fourth Amendment violations; in November, the city settled for $25,000 with no admission of liability or responsibility, each side covering their own legal fees. His attorney said the settlement allows Hoskins to move on and highlights disparate police practices. SDPD and city provided no comment beyond settlement details.

All law enforcement need to carry their own liability insurance. Taxpayers shouldn't have to pay for their incompetence. Doctors are just as vital to society and we make them carry their own liability coverage.
